Description

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued.

Summary of Requirements (Statement of Work Summary)

The contractor shall perform all work on the GE Lunar iDXA machine located at the 192d Human Performance Center (HPC), Building 781, Langley Air Force Base, Hampton, VA, in accordance with the following requirements:

Annual Planned Maintenance: Perform planned maintenance annually at an interval not to exceed 12 months since the last visit. Services include lubrication, cleaning, functional testing, and image quality evaluation. Tasks shall be determined by the equipment manufacturer’s guidance, age, duty, service history, and contractor recommendation. Service dates and times must be mutually agreed upon in advance. Corrective Maintenance (Repairs):   Provide telephone support response within one (1) hour of the initial government call. Provide on-site technician response within twenty-four (24) hours of the initial call (during normal business hours). Ensure general technical support is available by phone from 0800 to 1700 local time, excluding recognized federal holidays. Furnish new or exchange parts of equal caliber and quality to ensure optimum performance. Exclusions: Patient positioners, table pads, comfort cushions, leg straps, uninterrupted power source (UPS), printers, and external peripheral equipment serving other modalities. Software Updates: Provide covered Software Updates (including error corrections and minor current-release functional enhancements). Software Upgrades (major architecture or file structure changes) are excluded. Contractor Appearance & Identification: Personnel must wear clean, well-fitting uniforms and cover-toe footwear while at Langley AFB. All employees must prominently display company identification badges showing the company name, employee name, and the word "Contractor" in all interactions.

Submission Requirements Quotes must include the following elements:

Pricing Proposal: Completed pricing structure for the Base Year (CLIN 0001) and Option Years 1–4 (CLINs 1001–4001). Technical Capability Narrative: A maximum 2-page statement detailing the offeror’s capability and specialized qualifications to maintain and repair GE Lunar iDXA machines, including manufacturer-equivalent training or certifications held by service technicians. Performance Approach: A summary demonstrating how the offeror will guarantee the 1-hour telephone and 24-hour on-site response windows. Draft Quality Control Plan (QCP): A brief outline of the quality control procedures and performance standards proposed. Vendor Information Representation: Completed representation forms (Section 8 of this document).

Evaluation Criteria The Government will award a contract resulting from this solicitation to the responsible offeror whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes:

Technical Capability: Conformance to the PWS specifications, including specialized maintenance capabilities for GE Lunar iDXA diagnostics. Price: Evaluated as the total sum of the Base Year and all four (4) Option Years combined.
