The US Coast Guard Base Alameda, under the Regional Support Team Southwest, is seeking a small business contractor to replace the pollution boom at its facility in Alameda, California. - Government Buyer: - US Coast Guard, Regional Support Team Southwest (RST-SW), Base Alameda Facilities Engineering Department - OEMs and Vendors: - No specific OEMs or vendors are named in the solicitation or attachments - Products/Services Requested: - Replacement of the pollution boom along the NSC Pier (approx. 1200 ft) - Floating pollution boom must meet ASTM F625 standards - Minimum 12 in freeboard, 18 in draft, 4:1 buoyancy-to-weight ratio - Marine grade aluminum section joints (ASTM F962 Z-Connector) - Grade 316 stainless steel cables and hardware (6x19 Class), anchored with concrete blocks and I-bolts - Project management, inspection, removal of old boom, installation of new boom and cables, site cleanup, and restoration - Unique or Notable Requirements: - 100% small business set-aside under NAICS 237990 - Compliance with Davis-Bacon Act wage determination - Contractor must coordinate with USCG personnel and comply with security and safety regulations - Work must begin within 15 days of award and be completed within 60 days after Notice to Proceed - Site visit is scheduled (attendance encouraged but not mandatory) - All technical specifications and requirements are detailed in the Statement of Work
