This opportunity is for the construction of a new Center for Naval Aviation Technical Training (CNATT) facility at Marine Corps Air Station Cherry Point, North Carolina, managed by NAVFAC Mid-Atlantic (Department of the Navy). - Government Buyer: - Department of the Navy, Naval Facilities Engineering Systems Command (NAVFAC) Mid-Atlantic, Marine Corps Air Station Cherry Point - Primary OEM Highlight: - Johnson Controls International (JCI) is the required OEM for Facility Related Control Systems (FRCS) and HVAC Direct Digital Controllers (DDC), specifically the JCI Metasys product line - Products and Services Requested: - Construction of a permanent CNATT facility, temporary compound, and related sitework - Environmental remediation services, including handling and disposal of PFAS and non-hazardous contaminated soils, and treatment of PFAS-impacted dewatering effluent - Demolition and disposal of buried concrete and debris - Provision and installation of Audio Visual (A/V) equipment and Furniture, Fixtures, and Equipment (FF&E) - Installation of JCI Metasys programmable digital controllers and software for HVAC systems - Specialized AV system design, procurement, installation, and training - Temporary trailers for displaced tenants - Quality control, fire protection, environmental compliance, waste management, and FOD prevention services - Notable Requirements: - Use of proprietary JCI Metasys controllers and software is mandatory for all new construction and renovation projects connecting to the CPFRCS network - AV system design must be performed by an AVIXA Certified Technology Specialist - Design with at least 5 years of experience - Environmental and safety compliance with federal, state, and local regulations is required - Construction waste management plan must divert at least 60% of waste from landfill - Option items include significant quantities for soil remediation (500 CY/tons each), 75,000 gallons of dewatering effluent treatment, and turnkey AV/FF&E solutions - Period of Performance: - Base contract duration is 981 calendar days after award, with option items exercisable within 360 days - JCI Metasys authorization covers projects from FY25 to FY30

Description

This project constructs an aircraft ground/support training facility to accommodate the Center for Naval Aviation Technical Training (CNATT) component displaced by the demolition of Buildings 3996 and 3999. The facility includes administrative office spaces, five training classrooms and support spaces and small arms amory. The project also constructs a low-rise high-bay Ground Support Equipment Storage facility connected to the CNATT facility.
