Description

This is a combined synopsis / notice of intent to sole source and is not a request for competitive quotations or proposals.

The National Institutes of Health (NIH), National Cancer Institute (NCI), on behalf of the Center for Cancer Research (CCR), Radiation Oncology Branch (ROB), intends to negotiate and award a sole-source firm-fixed-price contract to Elekta, Inc., 400 Perimeter Center Terrace NE, Suite 50, Atlanta, GA 30346, for the acquisition, delivery, installation, commissioning, training, and warranty of an integrated magnetic resonance-guided linear accelerator system.

The statutory authority for this proposed sole-source action is 41 U.S.C. 3304(a)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

Requirement

The Government requires a fully integrated MR-guided linear accelerator system to support patient treatment and clinical research. The minimum salient characteristics include:

7 Megavoltage (MV) photon beam 160-leaf multileaf collimator (MLC) Onboard 1.5 Tesla (or greater) magnetic resonance imaging system Imaging protocols explicitly created for MR-guided external beam radiotherapy Capability for Diffusion Weighted Imaging (DWI) Capability for imaging and treating in the presence of patient motion MR receive coil with low attenuation of the radiation beam Dedicated MRI console for imaging guidance and control Patient positioning system including flat table, comfort mattress, and indexable table Quality assurance capabilities and supporting software Site planning, delivery, installation, commissioning, training, and warranty

This equipment is mission-critical to patient treatment and clinical research because it enables high-resolution soft-tissue visualization and adaptive radiotherapy in a single integrated coordinate system, reducing geometric uncertainty associated with moving a patient between separate imaging and treatment systems.

Sole Source Basis

Based on market research, Elekta, Inc. is the only known responsible source capable of providing a commercially available, fully integrated 1.5 Tesla MR-guided linear accelerator system meeting the Government’s minimum needs.

The Government reviewed other systems in the broader radiation oncology market, including lower-field MR-guided systems, CBCT-based adaptive radiotherapy systems, and standalone MRI platforms. These alternatives do not satisfy the Government’s minimum requirement for a fully integrated 1.5T MR-Linac with the required imaging, treatment, adaptive planning, and OEM installation capabilities.

In addition, the proprietary nature of the system and the specialized site planning, shielding, installation, and commissioning requirements make Elekta the only responsible source for both the equipment and the associated implementation services.

Response Information

This notice is for informational purposes only. Any responsible source that believes it can meet the Government’s requirement may submit a capability statement for Government consideration.

Capability statements must clearly demonstrate the vendor’s ability to provide a commercially available, fully integrated 1.5 Tesla (or greater) MR-guided linear accelerator system meeting all minimum salient characteristics, including OEM-authorized delivery, installation, commissioning, training, and warranty support.

Responses must be submitted electronically no later than 11:00 AM Eastern Time on July 30, 2026.

Responses shall be limited to 10 pages and must include:

Company name and address UEI number Point of contact name, email address, and telephone number Technical description of the proposed system Evidence that the proposed system meets all minimum salient characteristics Evidence of OEM authorization for sale, installation, and support Relevant past performance information for similar Federal or commercial installations

The Government will review all capability statements received by the closing date. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government.
