The Federal Bureau of Investigation (FBI), Finance and Facilities Division, Procurement Section, is seeking to establish a Blanket Purchase Agreement (BPA) for advanced tactical equipment to support its Aviation Support Unit (ASU) and CIRG Division. - Government Buyer: - Federal Bureau of Investigation (FBI) - Finance and Facilities Division, Procurement Section - Products/Services Requested: - Elevated Tactics System Host Vehicle: - 2025 or newer Ford 550 XL, Black, Regular Cab, 7.3L V8 Gas engine (with 6.7L V8 Turbo Diesel Upgrade), 4x4 Wheel Drive - Includes Equipment Stowage Saddle Box, Side Deployment Rail (SDR), Side Assault System (SAS) with two sets of SAS Stringers, Trays & Running Boards - Wireless Remote Controller (WRC), In-Cab Control Pendant Connector, NIJ 3 Armored Windshield, Roll-Up Storage Door Equipment Boxes - Mobile Adjustable Ramp System (MARS): - Dual Extendable Hydraulic Ramp for simultaneous multi-story entry - Internally stowed extension, max height extension in under 10 seconds - Heavy-duty construction: aircraft grade aluminum, high strength steel, stainless steel fasteners, anodized aluminum, truss framing - Slip-resistant traction grating, safety railing system, foldable/removable railing, accessory mount yokes - Two rear access ladders, four system removal jacks, multi-angle extension ramp (adds 48 inches of deck surface) - Rear Deployment Deck (RDD): - Rear articulating stairway for high-speed access/evacuation - Equipment storage saddle box for SAS, crew seating for up to eight, four lockable gear enclosures - Rear tactical two-tier staircase with traction grating - OEMs and Vendors: - Ford (as OEM for the host vehicle) - No other specific OEMs or vendors named - Unique/Notable Requirements: - All equipment must be new (2025 or newer for vehicle) - Systems must enable simultaneous multi-level entry, rapid deployment, and enhanced operator safety - Heavy-duty, high-strength materials and advanced safety features required - 5-year ordering period with price escalation allowed at each period start - Estimated contract value: $2.5 million over 5 years

Description

THIS IS A SOURCES SOUGHT FOR MARKET RESEARCH PURPOSES ONLY. The Federal Bureau of Investigation (FBI) requests a reliable vendor to supply One Single Ramp (OSR) and Rear Deployment Deck (RDD) Elevated Tactical System over a 5-year ordering period.  These Elevated Tactics Systems (ETS) systems shall maximize the FBI’s tactical advantage and operators’ safety during multi-level structural interventions by eliminating tactical bottlenecks of traditional ladders.  These non-negotiable capabilities are required to successfully execute high-threat, multi-level structural interventions.

This is a Sources Sought notice/Request for Information (RFI).  This is not a formal solicitation. Any formal solicitation will be announced separately at a later time. Information provided to the Government because of this posting is strictly voluntary and given with no expectation of compensation and clearly provided at no cost to the Government. Contact with Government personnel, other than the Contract Specialist or Contracting Officer, by potential offerors or their employees regarding this requirement is strictly prohibited.

The summary is as follows:

The contractor shall provide new, Elevated Tactics Systems (ETS) that produces three (3) core outcomes:

Delivery of a dominant assault force: Simultaneous entry and instant stack positioning. Radical Reduction in Time-On-Target: Compressed timeline and mechanical speed. Maximum Operator Survivability: Mobile cover and reduced physical fatigue.

The anticipated contract type will be firm fixed price. The FBI is interested in obtaining information from industry. Both large business concerns and all categories of small business are encouraged to respond to this request. The North American Industry Classification System (NAICS) Code anticipated for this requirement is 336999 – All Other Transportation Equipment Manufacturing and small business size standard in number of employees for the selected NAICS is 1,00 employees

3. Submission:

The page count not including the cover page should be limited to 25 pages, 12 Times New Roman font, with a minimum of 1-inch margins.
