This opportunity involves the U.S. Coast Guard Base Portsmouth seeking a contractor for the removal and replacement of a major building chiller system. - Government Buyer: - U.S. Coast Guard, Base Portsmouth (Department of Homeland Security) - Contracting Officer: Nathan Chappell; Additional Contact: Frank Burton - OEMs and Vendors: - Carrier (existing chiller is a Carrier AquaSnap, Model 30RAP0605FC06F14) - Products/Services Requested: - Removal and safe disposal of the existing 60-ton Carrier AquaSnap chiller unit - Furnishing, installation, integration, and commissioning of a new 60-ton packaged air-cooled liquid chiller (or higher capacity) - All labor, materials, equipment, transportation, and supervision for the above - Site verification of requirements and a mandatory site visit prior to quote submission - Unique/Notable Requirements: - Replacement chiller must be fully compatible and meet or exceed the performance of the current Carrier unit - Compliance with OSHA and EPA regulations, safety, environmental protection, and security protocols - Project manager must be available during business hours - Work to be performed primarily during standard weekday hours, with exceptions requiring approval - Emphasis on proper refrigerant recovery, fluid disposal, and rigging services - Small business set-aside (including HUBZone, SDVOSB, WOSB, EDWOSB) - No specific part number for the replacement chiller is provided; site verification is encouraged

Description

The contractor shall provide all labor, materials, equipment, transportation, and supervision necessary to safely disconnect, decommission, and remove the existing 60-ton Carrier AquaSnap chiller unit servicing the Medical/Command and Administration buildings. Following removal, the Contractor shall furnish, install, integrate, and commission a brand-new, fully compatible chiller unit of equivalent or superior capacity.

All potential quoters are strongly encouraged to visit the site to field verify any/all quantities before submitting quotes. A site visit will be held on 07/28/26 at 1000 Eastern Time at USCG Base Portsmouth at 4000 Coast Guard Blvd, Portsmouth, VA 23703.
