Important Notice to All Interested Parties: This is a presolicitation notice. Further information and a complete copy of any referenced specifications will not be made available until the solicitation is released to the public, on or around the estimated date listed below. 

Description: This Performance Work Statement (PWS) defines the effort required to perform refuse and recycling removal services for the Watervliet Arsenal (WVA). per Watervliet Arsenal Installation Management, Public works Division PWS# 26PW031, Revision dated 21 March 2026. Services shall be performed in accordance with commercial standards, local, state and federal laws, Army Regulation 420-1, and the requirements of this PWS.at Watervliet Arsenal, Watervliet, NY 12189- 4000 

Quantity: Unit of Issue: 1 Lot 

Period of Performance: The contract shall run continuously for one (1) year from the date of award. The contract shall include two (2) option years, with the provision for a one-time extension of this contract for an additional six (6) month period.  Estimated issue date of solicitation is Friday, 04 August 2026. At this time, the performance work scopes will be made available, as well as the solicitation. 

SAM Notice: In order to be eligible for award, the successful offeror's System for Award Management  (SAM) Registration must be active and include representations and certifications. 

Location of Posted Solicitation: This solicitation will be issued electronically, therefore hardcopies will not be provided. Upon release of the solicitation, it will be available on SAM.gov Opportunities website at https://sam.gov/content/home and will be listed under Army Contracting Command ACC-WVA (ACCWVA).
