This opportunity seeks contractors to provide comprehensive recycling and waste management services at Spangdahlem Air Base, Germany. - Government Buyer: - U.S. Air Force, 52 CONS, 52 CES/CEIE, and 52 CES Service Contract Section at Spangdahlem Air Base, Germany - Scope of Work: - Collection and recycling of industrial packaging materials (cardboard, tin cans, Styrofoam, compost) - Operation and manning of the Base Recycling Center, including receiving and processing recyclables (paper/cardboard, glass, electronic parts, light fraction, wood, metal) - Hazardous waste handling (fluorescent tubes, batteries, aerosol cans, etc.) - Container placement, maintenance, and monthly service - Customer assistance, quality control, and reporting (monthly reports, hazardous waste logs) - Products/Equipment Requested: - 3 x 36 CBM cardboard containers - 1 x 10 CBM cardboard container - 3 x 10 CBM compost containers - 1 x 20 CBM compost container - 1 x tinplate container with lockable lid - 750 x 1 CBM plastic bags - 600 crates of compost - Service Quantities: - 12 months of monthly container service - 1 job for recycling center manning - Unique/Notable Requirements: - Compliance with U.S., German, and NATO environmental regulations - Contractors must provide all personnel, equipment, tools, vehicles, supervision, and obtain all necessary certifications, licenses, and permits - Government will provide certain equipment (office furniture, spill kits, utilities) at the recycling center - Two-month phase-in and transition periods included - The government may award both requirements to a single contractor or split between two contractors - OEMs and Vendors: - No specific OEMs or brands are named in the solicitation - Contract Structure: - Base year plus four one-year option periods (potential total of five years) - Firm-fixed-price contract - Evaluation: - Best value based on price, responsiveness, and responsibility

Description

This solicitation encompasses two separate requirements. The first requirement is for the pick-up of recycling materials outlined in Part 1. The second requirement is for the manning of the Base Recycling Center, outlined in the “Optional Part 2”. Both requirements have been identified to have the same vendor base. Quoters can choose to provide quotes for one or both of the requirements. The Government reserves the right to make a single award to one contractor for both requirements or multiple awards to two different contractors for the two requirements. This determination will be made at the time of award dependent on the best value to the Government.

Part 1: The Contractor shall provide all personnel, equipment, tools, vehicles, supervision and other items and services necessary to pick up industrial packaging materials at Spangdahlem Air Base, Germany, as well as obtaining all certifications, licenses, permits and associated documentation to perform, in accordance (IAW) Attachment 1 - Performance Work Statement (Interseroh Packaging Material and Recycling Service) and the information stated below.

Optional Part 2: The Contractor shall provide all personnel, equipment, tools, materials, vehicle, supervision, and other items and services necessary receive recyclable materials to include paper/cardboard, glass, electronic parts, light fraction (LF), wood material and metal and operate the Base Recycling Center (BRC) at Spangdahlem Air Base, Germany, IAW Attachment 2 – Performance Work Statement (Collection and Recycling Services and for the Operation of the Recycling Center at Spangdahlem Air Base) and the information stated below.
