Tarrant County Juvenile Services Department is seeking an annual contract for comprehensive drug testing services for juvenile clients. - Government Buyer: - Tarrant County Juvenile Services Department (Purchasing Office) - Products/Services Requested: - Comprehensive drug testing services including: - Urine, hair follicle, nail, sweat patch, and oral swab specimen collection and laboratory testing - Testing panels for a wide range of substances (e.g., amphetamines, opiates, fentanyl, benzodiazepines, THC, cocaine, LSD, synthetic cannabinoids, designer drugs) - Screening and confirmation testing using GC/MS, LC/MS/MS, or GCFID methods - All-inclusive pricing covering specimen collection, pick-up, transportation, supplies, chain-of-custody, and secure HIPAA-compliant web-based reporting - Litigation assistance (estimated 16 hours/year) - Employee training and result interpretation support - Appointments for sweat patch application/removal and fees for client no-shows - Quantities Requested (annual estimates): - 1200 urine standard panel tests - 60 hair follicle standard panel tests - 60 hair follicle expanded panel tests - 40 hair sample collections - 10 nail bed standard panel tests - 40 nail bed expanded panel tests - 50 nail sample collections - 100 oral swab drug test panels - 10 sweat patch standard panel tests - 250 sweat patch expanded panel tests - 250 sweat patch appointments - 30 no-show fees for hair/nail/sweat patch appointments - 5 urine alcohol tests, 5 urine alcohol ETG tests, 10 urine synthetic cannabinoid panels, 5 urine designer drug panels - Unique/Notable Requirements: - Vendors must be CLIA- or SAMHSA-certified laboratories with at least two years of relevant experience - Strict chain-of-custody and HIPAA compliance - Criminal background checks for vendor personnel accessing county data or facilities - Information security requirements for hosted/cloud IT solutions (e.g., U.S. data residency, breach notification within 48 hours, audit rights) - Litigation support and employee training must be provided - Compliance with Tarrant County's Historically Underutilized Businesses (HUB) policy - No specific OEMs or laboratory vendors are named in the solicitation.
