This initiative aims to expand diversion and reentry opportunities for individuals with substance use and mental health needs, focusing on community-based, non-custodial services that address underlying drivers of criminal behavior. The project emphasizes rapid stabilization, workforce engagement, and removal of practical barriers to improve outcomes and reduce recidivism.
