This opportunity seeks a contractor to replace two Air Handler Units (AHUs) at Building 3417, Hawaii Air National Guard, Joint Base Pearl Harbor-Hickam. - Government Buyer: - Hawaii Air National Guard, 154th Civil Engineering Squadron, 154th Wing Guard - U.S. Army National Guard, USPFO Hawaii, W7M4 USPFO ACTIVITY HIANG 154 - Products/Services Requested: - Removal of two existing AHUs (models MCCA035GAL and MCCA040GAL) - Supply and installation of: - One new 50 Nominal Ton Air Handler Unit (AHU1) - One new 43.75 Nominal Ton Air Handler Unit (AHU2) - Temporary cooling system during replacement - Integration with existing ductwork and digital control systems (notably, DDC - Trane SC+) - Training for personnel, provision of O&M manuals, and a system status report with repair recommendations - System status reporting and Rough Order of Magnitude (ROM) cost estimation for future upgrades - Unique/Notable Requirements: - Temporary cooling must be provided during the replacement process - Contractor must provide training, O&M documentation, and a system status report - Compliance with Davis-Bacon and Service Contract Act wage determinations - 100% Small Business set-aside under NAICS 238220 - Security and training requirements for contractor personnel - No specific OEMs or part numbers for the new AHUs are specified, but compatibility with Trane SC+ control systems is required - Project must commence within 30 days of Notice to Proceed and be completed within 365 days
Description
This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.
Solicitation number W50SLF-26-R-A002 is issued as a request for proposal (RFP).
Work covered in this project includes removing two (2) existing Air Handler Units (AHU’s) and to supply/install with two (2) new AHU’s: one (1) 43.75 Nominal Ton (AHU2) & one (1) 50 Nominal Ton (AHU1) Air Handlers serving Building 3417 located on the Hawaii Air National Guard campus, JBPHH-HI. The project will take place on the first floor of the facility, within the existing mechanical rooms. The Contractor shall ensure proper connection of the new AHUs to the existing HVAC duct system and correct communication/integration with the existing digital control system and its elements. The Contractor shall provide temporary cooling for the portion of the building affected during the replacement of each AHU. The anticipated Period of Performance is 365 days to account for lead times on AHU’s.
This acquisition is set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.

Proposals shall provide the following:
One (1) signed copy of the Solicitation (SF1449)
Vender Name, Vendor POC, Vendor CAGE, Vendor UEI, Contact Ph#, E-mail, Discount terms (if applicable); Socio-Economic status; completed Work Experience Form (attached); and Technical Capability.
Additionally, in order to be eligible for award, all respondents shall complete all Representations and Certifications found within their profile in the System of Award Management (SAM) at https://www.sam.gov.

The Government intends to evaluate offers and award a contract WITHOUT discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms. [RFO FAR 52.212-1(d)].
A proposal which requires the Government to execute a separate agreement with a third party shall be deemed technically unacceptable.
