- The Department of the Navy (COMNAVSURFPAC) requires continuous commercial cable television (CATV) and broadband internet services at Naval Amphibious Base (NAB) Coronado, Buildings 11 and 14.
- NAVSUP Fleet Logistics Center San Diego intends to award a sole source contract to Cox Communications (Cox California Telcom L.L.C.), the incumbent provider, due to their ownership of the existing infrastructure.
- The contract covers a 12-month base period starting August 11, 2026, with four 12-month option periods, potentially extending through August 10, 2031.
- The requirement includes maintaining 49 existing CATV boxes and 3 broadband modems, plus installing 8 new CATV boxes (4 each in Buildings 11 and 14).
- Broadband internet modems include one 300Mbps/30Mbps and two 100Mbps/20Mbps connections at Building 14.
- The contractor must provide all equipment, installation, and maintenance services, ensuring uninterrupted service.
- Any alternative provider must demonstrate the ability to legally and technically install parallel infrastructure and transition services without delays, operational disruptions, or substantial duplication of costs.
- No specific product part numbers are listed; the focus is on ongoing CATV and broadband internet services and associated equipment.
- Estimated contract value is likely in the low to mid six-figure range over five years, based on typical commercial service rates.
- Potential competitors include other major telecom and cable providers capable of servicing the area and meeting the infrastructure requirements.
Description
NAVSUP Fleet Logistics Center San Diego (FLCSD) intends to award a Sole Source contract to Cox Communications (Cox California Telcom L.L.C.) in accordance with Revolutionary FAR Overhaul (RFO) 12.102(a) Restricting competition and RFO 5.101 Presolicitation Notice, as only one source is reasonably available to fulfill this requirement.
Commander, Naval Surface Force, U.S. Pacific Fleet (COMNAVSURFPAC) requires continuous commercial cable television (CATV) and broadband internet modem services at Naval Amphibious Base (NAB) Coronado, Buildings 11 and 14. This sole source requirement is for a 12-month base period (August 11, 2026, through August 10, 2027) with four (4) 12-month option periods.
Cox Communications is the incumbent provider of these commercial cable television and broadband internet services under purchase order N00244-21-P-0445. The existing services utilize Cox-owned telecommunications infrastructure that is currently installed, configured, and operational. Transitioning to another provider would require engineering surveys, the installation of new telecommunications infrastructure, replacement of existing customer premise equipment, network reconfiguration, and extensive testing. A continuation of services with the incumbent provider avoids a substantial duplication of cost to the Government that is not expected to be recovered through competition and mitigates unacceptable delays and operational disruptions to mission-essential operations, situational awareness, and administrative support.
This Notice of Intent is not a request for competitive quotes or proposals. No formal solicitation or RFQ will be forthcoming. All responsible sources may submit a capability statement, quotation, bid, or proposal, as appropriate, which will be considered by the agency. Information received will be considered for the sole purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract is entirely at the discretion of the Government.
Special Note to Interested Parties:
The current commercial telecommunications infrastructure at NAB Coronado Buildings 11 and 14 is owned by the incumbent contractor. Any capability statement or submission must explicitly demonstrate how a third party could legally, technically, and seamlessly install parallel infrastructure and transition these continuous services without causing unacceptable delays, operational disruptions, or substantial duplication of costs to the Government.
