THIS IS A TOTAL 100% SERVICE-DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) SET-ASIDE. In accordance with Public Law 109-461 and VAAR 819.7003 (b), bidders must be registered and certified as an SDVOSB on the SBA s MySBA Certifications website at https://certifications.sba.gov/ and be able to be verified on the SBA s Small Business Search website at https://search.certifications.sba.gov/. Only bids from verified SDVOSB s at the time of bid submission shall be deemed responsive. All non-responsive bids shall be rejected and ineligible for award.
The applicable North American Industry Classification System (NAICS) code is 236220, Commercial and Institutional Building Construction, with the applicable small business size standard of $45 million. In accordance with VAAR 819.7003(b), bidders must represent to the Contracting Officer that it is a small business concern under the NAICS code assigned to this acquisition. In accordance with VAAR 836.204 the magnitude of construction for this project is between $250,000 and $500,000.
The Department of Veterans Affairs (VA), Grand Island VA Medical Center, intends to issue an Invitation for Bid (IFB) in accordance with the procedures set forth in Part 14 (Sealed Bidding) and 36 (Construction and Architect-Engineer Contracts) of the Federal Acquisition Regulation (FAR). Network Contracting Office 23 (NCO 23) intends to award a single, firm fixed-price contract for completion of construction Project Number: 636-24-505, Transitional Rehabilitation (TR) House Bathrooms at the Grand Island VA Medical Center located in Grand Island, Nebraska. An IFB Solicitation is planned to be issued on or about August 1, 2026, with an award date within 60 calendar days from bid opening date. Further details of all dates, events, and locations, including site visit and bid due date, will be available in the Solicitation.
The Grand Island VA Medical Center currently has a requirement to upgrade nine (9) Veteran Transitional Rehabilitation House (TR) House Bathrooms, with work including a range of demolition/removal, rough/ finish carpentry, plumbing and electrical work. More specifically, work includes but is not limited to demolition/removal of all existing bathroom fixtures/items; installation of all new bathroom fixtures/items, with carpentry, plumbing and wiring, as required. Fixtures and items included, but not limited to, are tubs/showers (including wall bases, surrounds, corner shelves, rods, faucets/valves, shower heads, safety bars, supply lines, etc.); toilets (including seats, flanges, risers, shut off valves, braided supply lines, etc.); vanities (including base cabinets, sinks, faucets, shut off valves, braided supply lines, 3-bulb vanity lights, etc.); vinyl flooring with base trim; wall wainscotting; medicine cabinets with mirrors; towel bars and soap dishes; one (1) each floor to ceiling end wall with metal studs and drywall; including joint compound, primer and paint, as required; and all other associated parts, pieces, hardware and materials required to properly install all the above listed items. The contractor will be required to provide all of the above listed items as well as all other tools, equipment, labor, and supervision necessary to complete the project in accordance with general industry standards, project drawings and the Statement of Work.
The Period of Performance (PoP) for this work is one-hundred thirty five days (135) calendar days from issuance of a Notice to Proceed (NTP) and is non-negotiable. A Notice to Proceed date/issuance will be coordinated between VA and Contractor following award.
The IFB Solicitation, consisting of various bid documents, specifications, drawings, forms, etc. will be available for download at System for Award Management (SAM) Contract Opportunities (https://sam.gov/content/opportunities). The SAM Contract Opportunities website is the only official location to obtain Solicitation information and documents. These documents will include complete details of the Solicitation and project requirements. Any amendments to the Solicitation will be posted at the same location. Interested bidders are advised that they are responsible for obtaining all bidding documents via Contract Opportunities and for monitoring the Contract Opportunities website for any changes to this announcement and pending Solicitation. No other information regarding scope, dates, etc. is available until issuance of the Solicitation via Contract Opportunities. A bidders list will not be maintained. Hard copies of any documents regarding this project will not be mailed or made available outside of this website.
