PRESOLICITATION NOTICE
Contractor shall provide all tools, materials, labor, quality assurance, and supervision in accordance with construction documents, drawings and specifications to complete project 556-24-108 Double Block & Bleed Construction at Captain James A. Lovell Federal Health Care Center (FHCC), North Chicago, IL. This requirement is to include providing all labor, equipment, materials, supervision, and management necessary to perform work and install systems in compliance with the construction documents to enable complete and compliant isolation and de-energization of each building s steam supply and condensate return connections with the campus distribution system using double block and bleed valves.
The purpose of this project is to enable complete and compliant isolation and de-energization of the steam supply and condensate return connections using a double block and bleed valve assembly at each entry and exit point of each of the 25 listed buildings.
Providing Clinical Care: Buildings: 7, 11, 66, 131, 133, 133CA, 133EF, and 134. Providing Non-Clinical Care Facility Support and Administration: Buildings: 1, 3, 4, 5, 6, 9, 32, 36, 37, 46, 48, 132, 135, 139, 187, 188, and 1CC. These designations are shown to enable the General Contractor (GC) and VA to better plan and execute the work. The solicitation, specifications and drawings will be posted on Contact Opportunities. There will be a pre-bid conference held for this project and all prospective bidders are strongly encouraged to attend. Details of the pre-bid conference will be included in the solicitation package.
Pursuant to Public Law 109-461, this solicitation is set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) firms. In accordance with VAAR 819.7003(b), at the time of submission of bids, and prior to award of any contracts, the offeror must represent to the contracting officer that it is a;
(1) SDVOSB eligible vendor IAW VAAR Subpart 819.70; (2) Small business concern under the NAICS code assigned to this acquisition; and (3) Certified SDVOSB/VOSB listed in the SBA certification database at https://veterans.certify.sba.gov/ (see 13 CFR 128).  The solicitation will be issued on or about 4 Aug 2025, with the bid opening on or about 9 Sep, 2026. The bidder is responsible for monitoring and downloading any amendments from Contact Opportunities which may be issued to this solicitation. The project magnitude range is between $1,000,000.00 and $2,000,000.00. The North American Industry Classification Code (NAICS) for this procurement is 238220; size standard $19.0 Million applies. Time for completion is 265 calendar days after receipt of Notice to Proceed.
