Description
DEPARTMENT OF VETERANS AFFAIRS Justification for Single Source Awards For Over Micro-Purchase Threshold but Not Exceeding the Simplified Acquisition Threshold Acquisition Plan Action ID:36C245-26-AP-3904______________ 1. Contracting Activity: Department of Veterans Affairs, VISN 05, Louis A. Johnson Medical Center (540-26-3-072-0097) 2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: WanderGuard Blue Door Bundle, External LF Antenna for EX5700 Controllers with 25ft CAT5 cable, Outdoor Keypad K110, PASSIVE INFRARED SENSOR/DOOR, and WIRELESS REMOTE ANNUNCIATOR (ECHOSTREAM). 3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: This is a request for other than full and open competition for the procurement of a new WanderGuard patient elopement system on 3A and the CLC at the Louis A. Johnson VA Medical Center. The current WanderGuard equipment has exceeded its practical life expectancy and is beginning to show signs of age through more frequent malfunctions. These systems are critical for monitoring Veterans with dementia, cognitive impairment, or other conditions that increase the risk of wandering or elopement. A reliable alert system allows staff to respond quickly when a patient attempts to leave a designated care area, helping to prevent injuries, unsafe situations, or patients becoming lost. Upgrading to a new WanderGuard system is essential to ensure consistent monitoring, reduce equipment failures, and maintain a safe care environment for our Veterans. Upgrading to the newest WanderGuard system from Securitas Healthcare provides best value because it is fully compatible with our existing infrastructure, avoiding costly replacement, retraining, and operational disruptions. Securitas Healthcare is the only vendor that can provide an upgrade path that maintains system continuity, preserves interoperability, and reduces risk to resident safety monitoring. 5.4. Description of market research conducted and results or statement why it was not conducted: Market research was conducted to identify patient elopement prevention solutions capable of meeting the facility s clinical and operational requirements. Findings indicate that WanderGuard is the only system that fully meets the necessary technical and clinical criteria while ensuring seamless compatibility with the facility s existing WanderGuard infrastructure.
