THIS IS A PRESOLICITATION NOTICE OF A SET-ASIDE FOR SDVOSB BB Repair Steam Piping in Manhole Near Building 1. This procurement is set-aside based on an order of priority as established in 38 U.S.C. 8127. Set aside for service disable veterans owned small business (SDVOSB) This is a pre-solicitation notice only. No contract shall be awarded from this pre-solicitation notice. A request for proposal will be posted on or about August 5, 2026. (PROJ 516-26-117) BB Repair Steam Piping in Manhole Near Building 1. Located at Bay Pines VAMC 10000 Bay Pines Blvd. St Petersburg FL 33744- RFQ# 36C24827Q0004. THE BID/BUILD CONTRACTOR shall completely prepare site for building operations, including demolition and removal of existing structures, and furnish labor and materials to perform general construction, alterations, roads, walks, grading, drainage necessary removal of existing structures and construction and certain other items for BB Repair Steam Piping in Manhole Near Building 1 as required by SOW, drawings and specifications. Background There is a steam manhole between buildings 1 and 111 on the Bay Pines VHA campus. This manhole is the junction point for the steam as it leaves the energy plant and goes to Buildings 1, 71/101, 2, 37, 23 and 22. The steam at this location splits and goes to Buildings 1, 22 and 23 via one pipe and the remainder of the buildings via another pipe. There is an active steam leak in this steam manhole. The only way to safely evaluate this leak (determine the extent of the leak and thus the material needed to fix the leak) is to shut the steam down to this manhole from the energy plant. Due to the extent of the leak, it is thought (by in house, steam subject matter experts) that the steam will not be able to be turned back on to this manhole once it has been shut down, until the repair is made. This will leave no heat to the buildings listed above until the leak is fixed. It is anticipated this leak will take several months of time to repair due to lead time for materials and the amount of work to be done. The piping on the exterior of this manhole is a proprietary jacketed system. Some of this pipe needs to be replaced to fix this leak, that is known. This pipe has a long lead time of months. In order to reduce the downtime for this repair new sections of this pipe will be ordered to ensure all possible leak and repair situations are covered before shutdowns happen and repairs begin. The NAICS code for this procurement is 236220, Commercial and Institutional Building Construction with a small business size standard of $45M. The VAAR 836.204 magnitude of this project is between $5,000,000.00 and $10,000,000.00. The project will be 100% set-aside for Service-Disabled Veteran-Owned Small Businesses. All businesses desiring to be considered must be registered with SAM.gov prior to contract award, during contract period of performance, and must continue to remain registered through the final invoice payment.
