Description
The U.S. Army Corps of Engineers, Engineer Research and Development Center (ERDC) Geotechnical and Structures Laboratory (GSL), Concrete and Materials Branch (CMB) intends to award a sole source basis in accordance RFO 12.102(a) to Adaxis USA, Inc., 60 Broad Street Suite 3502, New York, New York 10004-2356, as the sole provider authorized and capable of performing development, maintenance, enhancement, and technical support services for the AdaOne platform. This acquisition is being conducted under RFO FAR Part 12, Acquisition of Commercial Products and Commercial Services.
The Concrete and Materials Branch (CMB) is engaged in an ongoing Civil Works research and development program to develop new methodologies for manufacturing large components utilizing additive manufacturing.
The contractor shall provide the following capabilities:
Path Continuity: The feature must generate a toolpath that is continuous for the designated fiber-reinforced section, ensuring no breaks within that specific fiber deposition sequence. If it is not possible to do so, it must notify the user, much like the “Out of reach” flag. Zoned Application (Starts/Stops): The software must support discrete start and stop points for fiber deposition, allowing regional application (e.g., applying continuous fiber to only a region or desired location, and not the entire part). Gentle Initiation / Start: The toolpath generation must ensure that fiber start sequences use a controlled, gradual engagement trajectory to prevent stress or damage to the connection points. This allows for sensing and instrumentation, which is the motivation for this workflow. Preferential Direction: Implement a control parameter allowing users to define a vector-based "Preferential Direction" or the infill designer to set a goal direction for the fiber. Minimum Bend Radius and Maximum Bend Radius: Integrate a geometric constraint to prevent the toolpath from exceeding the fiber's physical flexibility limits, ensuring the path radius is never smaller than the defined minimum or maximum depending on the user’s desire. The recommended bend radius for the fiber of interest is 1-2cm.
The intended procurement will be classified under North American Industry Classification System (NAICS) 541511 – Custom Computer Programming Services, with a size standard of $34.0 million dollars. This notice of intent is not a request for competitive quotes and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit capable quotes, including price, sufficient to determine capability in providing the service. All capability statements received by the closing date of this publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government.
This announcement fulfills the synopsis requirements under RFO FAR 5.101(b)(2). USACE ERDC intends to release a solicitation no sooner than thirty (30) days after publishing this synopsis. This Special Notice of Intent (NOI) is not a request for competitive quotes. Meaningful submissions received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no meaningful, written submissions are received by the date listed below, which reflects at least fifteen (15) days after the publication of this notice, the solicitation will be issued as a sole source requirement to Adaxis USA, Inc.
