The U.S. Consulate General Frankfurt, under the GSO - FRA Motor Pool, is seeking quotations for two Special Utility Vehicles (SUVs) for passenger and cargo transport. - Government Buyer: - U.S. Consulate General Frankfurt (GSO - FRA Motor Pool) - OEMs and Vendors: - No specific OEMs required, but vehicles should be similar to BMW X3 or Volvo XC60 - Minimum 2-year OEM warranty required - Products/Services Requested: - 2 SUVs with seating for 5 (including driver) - 4-wheel drive, automatic transmission, minimum 150 kW output - Black or dark exterior color; fabric or synthetic leather interior - Features: air conditioning, Apple CarPlay/Android Auto, power windows, floor mats, USB ports, tire fit kit, cruise control, traffic sign assist, lane keep assist, privacy glass, rear view backup camera or park distance control, navigation system, seat heater, blind spot assist, electric foldable outer mirrors - Unique/Notable Requirements: - Vehicles must comply with German and EU specifications - Delivery to Frankfurt, Germany within 120 days of order - Pricing must include delivery and VAT (19% for German offers, respective rate for other EU countries) - Minimum 2-year OEM warranty - Preference for black or dark color and specific interior materials - Award based on best overall value, potentially without discussions

The U.S. Consulate General Frankfurt invites you to submit an offer for a firm fixed price for: 

2 x Special Utility Vehicles 

A detailed description of the requested vehicle can be found in the next page.

The vehicle must meet all relevant German and EU specifications. 

The vehicle must be delivered to the U.S. General Consulate in Frankfurt, Germany no later than 120 days after receipt of the order. 

The price quoted in the bid must include delivery and VAT as follows: 

DDP – Delivered Duty Paid: The seller is responsible for the entire shipment, including customs clearance and fees [if delivered outside of Germany] and delivering the goods to the buyer’s premises in Frankfurt. 

Offers within Germany must contain a VAT of 19%. Offers from outside of Germany but within the EU must contain the VAT at the country’s fixed percentage. 

The U.S. Government intends to award a contract to a responsible company submitting an acceptable offer with the best overall value. We intend to award a contract based on initial proposals, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.
