This opportunity is for small businesses to provide oily waste removal services at USCG Base Portsmouth, managed by the U.S. Coast Guard (Department of Homeland Security). - Government Buyer: - U.S. Coast Guard, Base Portsmouth - Points of contact: Keven D Weaver and Robert Ward - Scope of Work: - Collection and disposal of used oil, oily water mixture (6,000-7,000 gallons/year, ~6 pickups) - Collection and disposal of off-spec fuel (1,500 gallons/year, ~5 pickups) - Collection and disposal of used antifreeze (1,800 gallons/year, ~5-6 pickups) - Annual vac truck cleaning of eight oily water separators (removal of oily waste, sludge, debris) - Contract Structure: - Base year plus four option years (total of five years) - Firm-Fixed Price order - Requirements: - Small business set-aside under NAICS 562112 (Hazardous Waste Collection) - Mandatory site visit for field verification - Compliance with base security, safety, and environmental regulations - Domestic origin supplies required - Registration in SAM and use of Invoice Processing Platform (IPP) for invoicing - No specific OEMs or product part numbers are named in the solicitation.

Description

The work consists of providing all labor, materials, and equipment, as required, to complete all work as described in the provided Statement of Work (SOW). This procurement is 100% set-aside for Small Businesses using NAICS code of 562112 Hazardous Waste Collection and a small business size standard of 47 million dollars.  The Government contemplates award of a Firm-Fixed Price order resulting from this solicitation. See 52.212-2 for evaluation criteria. All quotes must be submitted by 5:00 PM Eastern Time on 07/28/2026 via email to frank.r.burton@uscg.mil and keven.d.weaver@uscg.mil.  Quotes shall be submitted via the SF-18. Questions about this solicitation must be submitted in writing to the Contracting Officer and Contract Specialist at the email addresses listed above no oral questions will be accepted.

All potential quoters are strongly encouraged to visit the site to field verify any/all quantities before submitting quotes. A site visit will be held on 07/22/2026 at 1000 Eastern Time located at:

Full name, date of birth, and last 4 of SSN must also be provided. Visitors with a valid Military ID or RAPIDGate pass will not be required to complete the access form.
