USCG Wallops Island Housing Roof Replacement – Shingles and Flashing

This opportunity involves the U.S. Coast Guard seeking a contractor for roof replacement services at Wallops Island, Virginia. - Government Buyer: - U.S. Coast Guard, Sector Field Office Eastern Shore and Base Portsmouth - Scope of Work: - Removal of existing shingles and flashing from Coast Guard-owned housing duplex units 4, 5, and 6 - Inspection and repair of roof decking as needed - Installation of new metal edges, flashing, sealant, ice and water/moisture protective barriers, and architectural shingles - Reinstallation of gutters and leaf guards - Contractor must provide all new materials and comply with Coast Guard quality and safety standards - Procurement Details: - Set aside 100% for small businesses under NAICS code 238160 (Roofing Contractors) - Firm-Fixed Price contract - Contractors are encouraged to conduct a site visit to verify quantities - Compliance with Davis Bacon Act wage determinations is required - OEMs and Vendors: - No specific OEMs, brands, or part numbers are specified; contractors may propose suitable commercial roofing materials - Unique Requirements: - Mandatory site visit recommended for accurate quoting - Strict adherence to Coast Guard quality and safety standards - All labor, materials, and equipment must be provided by the contractor

Description

Contractor shall remove existing shingles and flashing and install new shingles and flashing at the Coast Guard owned housing duplex units 4, 5, and 6 located at USCG Family Housing, Wallops Island, VA 23303. See attached Statement of Work. It is anticipated that this procurement is 100% set-aside for Small Businesses using NAICS code of 238160 Roofing Contractors and a small business size standard of $19.0 million. The Government contemplates award of a Firm-Fixed Price contract resulting from this solicitation. See FAR 52.212-1 for submission instructions & FAR 52.212-2 for evaluation criteria. All quotes must be submitted by NOON Eastern Time on 07/30/2026 via email to frank.r.burton@uscg.mil. Ensure blocks 14 (Include UEI) through 20c of the SF1442 and pricing are completed before emailing. Questions about this solicitation must be submitted in writing to the Contracting Officer at the email addresses listed above no later than 7/24/26 at 10:00 AM Eastern Time. 

All potential quoters are strongly encouraged to visit the site to field verify any/all quantities before submitting quotes. A site visit will be held on 07/22/26 at 10:00AM Eastern Time.
