Description
Enclosed is a Request for Quotations (RFQ) for services to replace the waterproofing of the roof at the American Center building. If you would like to submit a quotation, follow the instructions in Section L of the solicitation, complete the required portions of the attached document, and submit it to the address provided below.
The Embassy intends to conduct a site visit on July 23, 2026, at 11 a.m. at the American Center, 24 Kasturba Gandhi Marg, Connaught Place, New Delhi – 110001, India. Prospective offerors who wish to participate in the site visit should send their interest to ChellaramaniA@state.gov no later than 5 p.m. on July 13, 2026.
All requests for clarification must be submitted in writing via email to ChellaramaniA@state.gov on or before 5 p.m. on July 13, 2026. Responses will be provided to all offerors who have expressed interest in doing business with the U.S. Government (USG). No questions received after 5 p.m. on July 13, 2026, will be answered.
Quotations are due no later than 5 p.m. (India Time) on July 30, 2026. Your quotation must be submitted electronically to Newdelhibids@state.gov with the subject line "Solicitation No. 191N6526Q0090 – Replace Waterproofing of Roof at American Center Building." The file size must not exceed 10 MB. If the file size exceeds 10 MB, the submission must be divided into separate files and attached to separate emails, each less than 10 MB.
No quotations received after 5 p.m. (India Time) on July 30, 2026, will be accepted. Quotations must be submitted in English. Incomplete quotations will not be accepted. Quotations submitted to any email address other than Newdelhibids@state.gov will be rejected and handled in accordance with FAR provision 52.215-1.
The U.S. Government intends to award a contract/purchase order to the responsible company submitting an acceptable quotation at the lowest price. We intend to award a contract/purchase order based on initial quotations, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.
In order for a quotation to be considered, you must also complete and submit the following:

Offerors must be registered in the System for Award Management (SAM) database at https://www.sam.gov prior to submitting their offer. If a contractor is unable to register prior to award, the contractor must register in SAM within 30 days after award or no later than 3 days prior to submission of the first invoice, whichever occurs first.
Therefore, offerors are strongly encouraged to begin SAM registration immediately if they intend to submit a response to this requirement.
