NAVFAC Pacific, under the Department of the Navy, is seeking sources for a fire alarm radio transmitter for the Pearl Harbor Naval Shipyard and IMF, Joint Base Pearl Harbor-Hickam, Hawaii. - Government Buyer: - Naval Facilities Engineering Systems Command, Pacific (NAVFAC Pacific), Department of the Navy - OEMs and Vendors: - Kingfisher Company, Inc. (OEM of the referenced radio alarm transmitter) - Products/Services Requested: - One (1) fire alarm radio transmitter - Must be equal to or compatible with the Kingfisher radio alarm transmitter - Must work with the existing Kingfisher KFRA-C Emergency Alarm Receiver - Must be listed or approved by a Nationally Recognized Testing Laboratory (NRTL) recognized by OSHA - Must utilize narrowband radio communication - Must comply with the national Telecommunications and Information Administration manual for Federal Frequency Management - Unique/Notable Requirements: - Compatibility with existing Kingfisher KFRA-C Emergency Alarm Receiver is mandatory - NRTL listing/OSHA approval required - Compliance with federal frequency management regulations - Vendors must provide detailed technical data to demonstrate compatibility and compliance

Description

Notice of intent to use a brand name product.  The Naval Facilities Engineering Systems Command, Pacific (NAVFAC Pacific) is performing a market survey to determine if other potential sources of supply can provide a fire alarm radio transmitter that has equal performance requirements as the Kingfisher radio alarm transmitter, manufactured by Kingfisher Company, Inc., 81 Old Ferry Road, Lowell, MA 01854-1907.

Fiscal Year 2027 SIOP PROJECT P-8026 ELECTRICAL BACKBONE Pearl Harbor Naval Shipyard and IMF Joint Base Pearl Harbor-Hickam, Hawaii, requires one (1) radio alarm transmitter with the following characteristics: 

Provide protection system relay with the following capabilities:

Equipment shall be listed or approved by a Nationally Recognized Testing Laboratory (NRTL) recognized by the United States Occupational Safety and Health Administration (OSHA) to operate as a system with the existing Base receiving equipment. Existing Base receiving equipment is a Factory Mutual Laboratories Approved Kingfisher Company KFRA-C Emergency Alarm Receiver. Equipment shall utilize narrowband radio communication meeting the requirements of national Telecommunications and Information Administration (Fire AlaNTIA) manual of Regulations and Procedures for Federal Frequency Management.

This notification is for market research purposes only to identify if other potential sources of supply can meet the requirements of the Government. This is not a request for proposals, quotes, or an invitation for bid. The intent of this notice is to identify other potential sources of this product. To be considered, please submit detailed technical data for the Government to conduct a comprehensive evaluation of your manufactured product to ensure compatibility with the existing system. In accordance with FAR 15.201(e), a response to this notice is not an offer and cannot be accepted by the Government to form a binding contract. The responder is solely responsible for the information it submits and any associated costs. The Government reserves the right to disregard any submittal that is incomplete or vague. Please do not submit company brochures.
