NAVFAC Pacific, under the Department of Defense and Department of the Navy, is seeking sources for electric meters for the Pearl Harbor Naval Shipyard and IMF, Joint Base Pearl Harbor-Hickam, Hawaii. - The requirement is for an electric meter with performance equal to the Shark 270, manufactured by Electro Industries/Gauge Tech (OEM). - The meter must be fully compatible with existing Shark 270 meters and associated software, supporting all communications and programming functions. - Compatibility includes use of the Modbus/TCP open protocol for data sharing. - Only Shark 270 meters currently allow for full configuration and programming within the existing system. - The procurement is part of the FY27 SIOP Project P-8026 Electrical Backbone upgrade. - No specific quantities or part numbers are provided at this stage. - The government is conducting market research to identify other potential sources that can meet these technical and compatibility requirements. - Interested vendors are requested to provide detailed technical data to demonstrate compatibility with the existing Shark 270 system.

Description

Notice of intent to use a brand name product.  The Naval Facilities Engineering Systems Command, Pacific (NAVFAC Pacific) is performing a market survey to determine if other potential sources of supply can provide an electric meter that has equal performance requirements as the Shark 270 electric meter, manufactured by Electro Industries/Gauge Tech, 1800 Shames Drive Westbury, NY 11590.

Fiscal Year 2027 SIOP PROJECT P-8026 ELECTRICAL BACKBONE Pearl Harbor Naval Shipyard and IMF Joint Base Pearl Harbor-Hickam, Hawaii, requires the following characteristics.  

Provide protection system relay with the following capabilities:

Communications – Fully communicate with meters manufactured by Electro Industries/Gauge Tech. Programming – Configured/programed with existing Electro Industries/Gauge Tech Shark 270 Electric Meter software. Although the Modbus/TCP open protocol is the chosen communications protocol for many meter manufacturers, it only allows for different manufacturers’ equipment to share basic point data. However, the Modbus/TCP open protocol does not allow for configuration and programming functions to take place between different manufacturers’ meters.

This notification is for market research purposes only to identify if other potential sources of supply can meet the requirements of the Government. This is not a request for proposals, quotes, or an invitation for bid. The intent of this notice is to identify other potential sources of this product. To be considered, please submit detailed technical data for the Government to conduct a comprehensive evaluation of your manufactured product to ensure compatibility with the existing system. In accordance with FAR 15.201(e), a response to this notice is not an offer and cannot be accepted by the Government to form a binding contract. The responder is solely responsible for the information it submits and any associated costs. The Government reserves the right to disregard any submittal that is incomplete or vague.
