Notice of intent to use a brand name product. The Naval Facilities Engineering Systems Command, Pacific (NAVFAC Pacific) is performing a market survey to determine if other potential sources of supply can provide a transformer protection relay that has equal performance requirements as the SEL-2731, manufactured by Schweitzer Engineering Laboratories (SEL), 2350 NE Hopkins Court, Pullman, WA 99163.
Fiscal Year 2027 SIOP PROJECT P-8026 ELECTRICAL BACKBONE Pearl Harbor Naval Shipyard and IMF Joint Base Pearl Harbor-Hickam, Hawaii, requires the following characteristics.
Provide ethernet switch with the following capabilities:
Industrial Ethernet Communications – Provide a managed industrial Ethernet switch to support reliable communications between protective relays, automation controllers, SCADA systems, meters, and other intelligent electronic devices (IEDs) within the substation network. Network Management and Security – Support managed network functions including virtual local area networks (VLANs), Rapid Spanning Tree Protocol (RSTP), port monitoring, traffic prioritization, Simple Network Management Protocol (SNMP), and user authentication to ensure secure, resilient, and maintainable communications infrastructure. Time Synchronization – Support Precision Time Protocol (PTP) transparent clock functionality, Network Time Protocol (NTP), and other time synchronization methods to provide accurate event time-stamping and coordination of protection and automation devices. Network Monitoring – Continuously monitor switch status, communications links, network performance, and diagnostic information. Generate alarms and event logs for communication failures, port status changes, and network faults to support system maintenance and troubleshooting. Substation Integration – Support integration with substation automation and SCADA systems through industry-standard Ethernet networking technologies and protocols, providing reliable communications for protection, control, monitoring, engineering access, and system diagnostics.
