Notice of intent to use a brand name product. The Naval Facilities Engineering Systems Command, Pacific (NAVFAC Pacific) is performing a market survey to determine if other potential sources of supply can provide a transformer protection relay that has equal performance requirements as the SEL-2488, manufactured by Schweitzer Engineering Laboratories (SEL), 2350 NE Hopkins Court, Pullman, WA 99163.
Fiscal Year 2027 SIOP PROJECT P-8026 ELECTRICAL BACKBONE Pearl Harbor Naval Shipyard and IMF Joint Base Pearl Harbor-Hickam, Hawaii, requires the following characteristics.
Provide satellite-synchronized network clock with the following capabilities:
Time Synchronization – Provide a satellite-synchronized network clock to deliver accurate, traceable time synchronization for protective relays, automation controllers, meters, SCADA systems, and other intelligent electronic devices (IEDs) throughout the substation. Time Distribution – Distribute precise time using industry-standard synchronization protocols and outputs, including Precision Time Protocol (PTP), Network Time Protocol (NTP), IRIG-B, and pulse-per-second (PPS), as required to support substation automation and protection systems. System Monitoring – Continuously monitor satellite synchronization status, timing accuracy, clock health, and output status. Generate alarms and status indications for loss of synchronization, timing faults, or communication failures. Reporting and Monitoring – Provide event logging, diagnostic information, and remote monitoring capabilities to support verification of time synchronization, system performance, and maintenance activities.
Communications and Integration – Support integration with substation automation, SCADA, and communications networks through Ethernet connectivity and industry-standard protocols, enabling centralized monitoring and reliable time synchronization across connected devices.
