Description
Notice of intent to use a brand name product. The Naval Facilities Engineering Systems Command, Pacific (NAVFAC Pacific) is performing a market survey to determine if other potential sources of supply can provide a transformer protection relay that has equal performance requirements as the SEL-2440, manufactured by Schweitzer Engineering Laboratories (SEL), 2350 NE Hopkins Court, Pullman, WA 99163.
Fiscal Year 2027 SIOP PROJECT P-8026 ELECTRICAL BACKBONE Pearl Harbor Naval Shipyard and IMF Joint Base Pearl Harbor-Hickam, Hawaii, requires transformer protection relay that has equal performance requirements as the SEL-587Z.
Provide discrete programmable automation controller with the following capabilities:
Distributed Automation and Control – Provide a discrete programmable automation controller to perform high-speed monitoring, control, and automation of substation equipment using configurable logic, distributed input/output (I/O), and communications capabilities. Support bay control, equipment interlocking, alarm processing, and local automation functions. Discrete Input/Output – Provide configurable digital inputs and outputs for monitoring equipment status, controlling circuit breakers, disconnect switches, alarms, and auxiliary equipment. Support high-speed input processing and output operation for critical control applications. Communications and System Integration – Support integration with protective relays, SCADA systems, real-time automation controllers (RTACs), and intelligent electronic devices (IEDs) using industry-standard communications protocols as required. Reporting and Monitoring – Provide Sequential Events Recorder (SER), event logging, alarm indication, and diagnostic capabilities to document equipment status changes, control operations, and system events for post-event analysis and maintenance. Substation Integration – Support distributed automation architectures through programmable logic, time-synchronized event recording, and Ethernet and serial communications, enabling reliable coordination of protection, control, monitoring, and SCADA functions throughout the substation.
This notification is for market research purposes only to identify if other potential sources of supply can meet the requirements of the Government.
