Description

Notice of intent to use a brand name product.  The Naval Facilities Engineering Systems Command, Pacific (NAVFAC Pacific) is performing a market survey to determine if other potential sources of supply can provide a transformer protection relay that has equal performance requirements as the SEL-2902, manufactured by Schweitzer Engineering Laboratories (SEL), 2350 NE Hopkins Court, Pullman, WA 99163.

Fiscal Year 2027 SIOP PROJECT P-8026 ELECTRICAL BACKBONE Pearl Harbor Naval Shipyard and IMF Joint Base Pearl Harbor-Hickam, Hawaii, requires the following characteristics. 

Provide RJ45 to DB-9 adapter panel with the following capabilities:

Serial Communications Interface – Provide an adapter panel to interface RJ45 serial ports with existing DB-9 serial communications connections, enabling continued use of legacy serial cables, transceivers, and field wiring during system upgrades. Retrofit Compatibility – Support replacement of legacy communications processors and real-time automation controllers while preserving existing panel layouts, wiring, and cable management to minimize installation time and system modifications. Flexible Mounting – Provide rack-, surface-, or DIN-rail mounting options with adjustable depth to accommodate a variety of enclosure configurations and facilitate installation in existing substation control panels. Cable Management – Provide secure mounting for serial transceivers and organized routing of communications cables to maintain reliable serial communications and simplify maintenance activities. System Integration – Support integration with SEL automation and computing platforms while maintaining compatibility with existing serial communications infrastructure, reducing retrofit costs and minimizing system downtime during equipment replacement.

This notification is for market research purposes only to identify if other potential sources of supply can meet the requirements of the Government. This is not a request for proposals, quotes, or an invitation for bid. The intent of this notice is to identify other potential sources of this product. To be considered, please submit detailed technical data for the Government to conduct a comprehensive evaluation of your manufactured product to ensure compatibility with the existing system. In accordance with FAR 15.201(e), a response to this notice is not an offer and cannot be accepted by the Government to form a binding contract. The responder is solely responsible for the information it submits and any associated costs. The Government reserves the right to disregard any submittal that is incomplete or vague.
