Description

Notice of intent to use a brand name product.  The Naval Facilities Engineering Systems Command, Pacific (NAVFAC Pacific) is performing a market survey to determine if other potential sources of supply can provide a transformer protection relay that has equal performance requirements as the SEL-587Z, manufactured by Schweitzer Engineering Laboratories (SEL), 2350 NE Hopkins Court, Pullman, WA 99163.

Fiscal Year 2027 SIOP PROJECT P-8026 ELECTRICAL BACKBONE Pearl Harbor Naval Shipyard and IMF Joint Base Pearl Harbor-Hickam, Hawaii, requires the following characteristics.  

Provide high-impedance differential relay with the following capabilities:

Bus Differential Protection – Protect medium- and low-voltage switchgear buses using high-impedance differential protection to provide high-speed detection and isolation of internal bus faults while maintaining stability during external faults and CT saturation conditions. Ground Fault Protection – Provide sensitive bus ground fault protection using high-impedance differential principles to detect low-level internal ground faults within the protected bus zone while remaining secure during external system faults. Bus Monitoring – Continuously monitor differential zone current, relay operating status, and current transformer circuit integrity to verify protection system health and ensure reliable operation of the protected bus. Reporting and Monitoring – Provide Sequential Events Recorder (SER), relay targets, alarms, and event reporting to document bus faults, trips, relay operations, and diagnostic information for post-event analysis and maintenance. Communications and Integration – Support integration with station automation and supervisory control systems through industry-standard communications protocols for remote monitoring, alarm indication, status reporting, and relay diagnostics.
