The Defense Logistics Agency (DLA) Maritime - Puget Sound, in support of the Department of Defense and the Puget Sound Naval Shipyard, is soliciting small business quotes for non-metallic expansion joints and associated hydrostatic test reports for seawater handling systems. - Government Buyer: - Defense Logistics Agency Maritime - Puget Sound Contracting Division (DLA-PME) - Department of Defense, Office N4523A (COMNAVSEASYSCOM) - Products Requested: - Non-metallic expansion joints in three sizes: - 42-inch inside diameter (Qty: 1) - 28-inch inside diameter (Qty: 2) - 46-inch inside diameter (Qty: 1) - All expansion joints must comply with ASTM F1123-87(2024) material standard - Each joint requires retaining rings and specific flange drilling per technical handbooks - Hydrostatic testing at 60 psig is mandatory for all units, with certified test reports required - Services Requested: - Hydrostatic test reports for each expansion joint, traceable to material via unique marking, with documentation submitted electronically - Unique/Notable Requirements: - All expansion joints must be manufactured no earlier than 1Q2022 - Marking and packaging must comply with MIL-STD-129 and DLA Procurement Note C20 - Traceability and documentation requirements are strict, including certified test data and electronic submission via WAWF - Delivery is to Puget Sound Naval Shipyard, Bremerton, WA, with inspection and acceptance at destination - The opportunity is a total small business set-aside, including HUBZone, SDVOSB, and WOSB - No specific OEMs or commercial vendors are named; products must meet the cited ASTM standard - Offerors must provide part numbers, specification sheets, and detailed manufacturing information for each item quoted

SOLICITATION FOR COMMERICAL ITEMS

DLA MARITIME PUGET SOUND intends to procure, EXPANSION JOINT, manufactured in accordance with material specifications and to be provided and delivered in accordance with all attached document(s) here within. The solicitation will be issued as; 100% TOTAL SMALL BUSINESS SET ASIDE using commercial and simplified acquisition procedures in accordance with FAR Parts 12 and 13.5.

The resultant award will be a firm fixed-price supply contract for FOB Destination delivery to:

Offers wishing to submit a quote are responsible for downloading their own copy of the RFQ and for frequently monitoring the site for any amendments.  

Only fully completed quotes submitted with completed and signed solicitation will be considered. Any offer, modification, revision, or  withdrawal of an offer received after the time specified for receipt of offers is considered late. Failure to respond to the electronically posted RFQ and associated amendments and return the entire completed RFQ solicitation package prior to the date and time set for receipt of quotes may render vendor offer non-responsive and result in rejection of the same.

In order to be considered for award, IF the contractor (awardee) is required to implement NIST SP 800-171, the contractor (awardee) shall have a current assessment as detailed in DFARS 252.204-7019 {I.E., not more than 3 years old unless a lesser time is specified in the solicitation)

Items deemed to be Commercial Off The Shelf (COTS) are exempt from NIST SP 800-171 requirement. Must identify and provide information to contracting officer on bid during solicitation period
