Instructions: This Sources Sought is issued solely for information and planning purposes only and does not constitute a solicitation. All information received in response to this notice is marked as proprietary and will be handled accordingly. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this notice. This notice is being issued in an attempt to determine the level of interest among all socioeconomic groups. Responses will assist VA planners in determining an appropriate acquisition and set-aside strategy which best fits VA requirements.

This action is to perform market research to determine if there is a sufficient number of qualified (1) Service-Disabled Veteran Owned Small Business; (2) Veteran Owned Small Business; (3) Small or emerging small business firms; or (4) large business firms to set aside one 5-year contract.

Purpose: The Wilmington VA Medical Center (hereafter WVAMC), its associated Community-Based Outpatient Clinics (CBOCs), and affiliated healthcare clinics require contracted non-emergency ambulance and wheelchair van transportation services. The contractor shall provide all vehicles, personnel, management, supplies, equipment, and necessary reporting for the provision of Basic Life Support (BLS), Advanced Life Support (ALS), Critical Care Transport (CCT), Specialty Care Transport (SCT), and Wheelchair Van (WC Van) transport. The contactor shall make these ambulance and wheelchair van transportation services available to the VA as needed, 24 hours a day, seven days a week (24/7), including weekends and holidays.

Background: The WVAMC main campus is located at 1601 Kirkwood HY, Wilmington, DE. 19805, serving over 47,530 veterans, primarily from the Wilmington area and it s 5 Community-Based Outpatient Clinics. The hospital has 120 inpatient beds and sees approximately 1,445-inpatient admissions and 440,000 outpatient visits a year. Veterans served within this facility live within the following counties.

The anticipated contract issued will be one five-year IDIQ.
