Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with RFO 12.201 as supplemented with additional information included in this notice. This announcement constitutes only solicitation; Offers are being requested, and a separate written solicitation will not be issued.

Solicitation number FA462526Q1028 is issued as a request for quotation (RFQ) for service of Kitchen Fire Suppression Systems in accordance with the attached Performance Work Statement (PWS - Attachment 1). This contract will be a base year plus four option years with the anticipated period of performance listed below. In addition, the Government may further extend the performance period for up to six months under RFO 52.217-8.

This acquisition is set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.

The North American Industry Classification System (NAICS) code for this project is 561790 with a size standard of $9.0M.

Notice to Vendor(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this RFQ until funds are available. The Government reserves the right to cancel this RFQ, either before or after the closing date. If canceled, the Government has no obligation to reimburse any costs.

Site Visit Information:

Request for Site Visit: No later than 22 July 2026 at 2:00 P.M. Central Time. Send information to volcious.shelton@us.af.mil and lacey.bayless@us.af.mil. Include name, phone number, and company name. A valid Government-issued ID will be required for entry.

Site Visit: A site visit will be conducted on 23 July 2026 at 9:00 A.M. Central Time.

Site Visit Access:

Attendance will be limited to two people per vendor. All attendees will meet at the Whiteman AFB Visitor’s Center by 8:30 A.M. Central Time. Only one site visit will be offered. Vendors are encouraged to attend but may submit proposals without attending.

All personnel requesting access must possess a valid State or Government picture ID. Non-compliant states require additional documentation such as a valid passport, employment authorization, or other ID with a photo. For vehicle access, a valid driver’s license, current vehicle registration, and insurance are required. Foreign Nationals are not authorized access to Whiteman AFB.

Additional Information:

All companies must be registered in the System for Award Management at https://www.sam.gov/portal/public/SAM/ to be considered for award. The Government will not provide contract financing. Invoice instructions will be provided at the time of award.

To be eligible for award, offerors must demonstrate compliance with Cybersecurity Maturity Model Certification (CMMC) requirements. Per this solicitation provision R-DFARS 252.204-7025, offerors must have a current CMMC status at the specified level recorded in the Supplier Performance Risk System (SPRS) at the time of award. The contract will include R-DFARS clause 252.204-7021, requiring the contractor to maintain CMMC level 1 (Self) certification for the duration of the contract.

Pursuant to RFO 12.205(a) the following Addenda applies:

Addenda to RFO Provision 52.212-1, Instructions to Offerors – Commercial Products and Commercial:

(a) The words “offer”, “offeror”, and “proposal” are replaced with “quotation”, “vendor”, and “quote”.

(b) Paragraph 52.212-1(b), “Period for Acceptance of Offers,” is tailored as follows: “the vendor agrees to hold the prices in its vendor firm until 30 September 2026.”

(c) A new paragraph (f) is inserted:

(f) Quotation Preparation Instructions.

Vendors shall comply with all solicitation instructions, contract terms, technical requirements, representations, certifications, and submission requirements to ensure timely and equitable evaluation of quotations.

Failure to meet a requirement may render an offer ineligible for award. The response shall include three parts:

Specific Instructions:

PART I - PRICE QUOTE

The vendor shall complete and submit the Bid Schedule (Attachment 4).

Include in the price quote:

Semi-Annual Inspection/Certification for Commercial Kitchen Suppression Systems Annual Inspection/Certification for Residential Kitchen Suppression Systems Routine Service Call Emergency Service Call Parts/Materials Option year pricing

Pricing shall clearly identify all proposed changes.

Submission of the price quote indicates acceptance of the solicitation’s terms and conditions unless otherwise specified.

PART II - TECHNICAL CAPABILITY

Offerors shall submit a technical quote demonstrating their ability to meet all requirements in the Performance Work Statement (PWS). The quote should provide sufficient detail to show understanding and capability to perform the required services. Technical quotes shall not exceed fifteen (15) pages.

The technical quote shall address at minimum:

Approach to inspecting, testing, and maintaining the Kitchen Fire Suppression Systems as per the PWS Ability to service specific types, manufacturers, and configurations identified in the PWS Approach to identifying, documenting, and reporting deficiencies and corrective actions Approach to repairing or replacing defective components Procedures for testing and restoring systems after maintenance or repair Qualifications, certifications, licenses, and experience of personnel Approach to maintaining inspection, testing, and maintenance documentation Ability to meet service schedules and response times Quality control measures Coordination of access, scheduling, and work performance at locations

Technical Capability will be evaluated as Acceptable/Unacceptable.

PART III – PAST PERFORMANCE

Provide information on the quality and satisfaction ratings for contracts completed in the past five years, including customer feedback and corrective actions taken. Also, provide 3-5 references of similar scope, including details such as contracting agency, contract number, type, description, period, value, and responsible officer.

Addenda to RFO Provision 52.212-2, Evaluation – Commercial Products and Commercial:

Basis for Award

The Government intends to award a single contract to the responsible offeror whose quotation offers the best value. Award will be based on evaluation factors, with Technical Capability and Past Performance being equal to Price. All factors must be rated ACCEPTABLE to be eligible for award.

If teaming arrangements are used, provide details on effort percentage, past performance of partners, and consent letters from subcontractors.

Options will be evaluated by adding total prices, with considerations for unbalanced pricing. The Government may extend services under RFO 52.217-8, with the price for the extension based on the last exercised option period.

Quote validity shall be through 30 September 2026. The Government may accept offers before expiration, and a written notice of award will result in a binding contract.

Responsibility determination includes financial capability, with contact info for financial institutions required.

Additional contractual provisions include amendments only by written agreement, with an ombudsman available for concerns, who does not participate in evaluations or protests.

To mitigate supply chain risks, the DoW CIO has directed removal of products/services from Covered Companies across all systems and networks, including current and future contracts.

All provisions will be removed at award but remain part of the contract file. Vendor terms conflicting with Federal law or the RFO are unenforceable.

The Government reserves the right to cancel this solicitation at any time without obligation to reimburse costs.
