Description
The Naval Air Warfare Center – Aircraft Division, Lakehurst (NAWCAD LKE) intends to solicit, negotiate, and award a firm-fixed-price contract to repair and replace the roof on building 99. This procurement supports the Prototype Manufacturing and Test Department.
This competition is a total small business set-aside. To be eligible for award, a vendor must be a small business according to the size standards established by the NAICS code for this requirement.
SITE VISIT: The site visit is scheduled for 10:30am Monday, July 27th (rain date Thursday morning, July 30th). All interested parties must submit their security information for access to Mark Harrup and Sean Catney. Please include your name and phone number. Have a valid ID for access to the base. NOTE: All parties interested in bidding on the proposal must attend the site visit. Bids from parties that did not attend will not be considered.
Solicitation Instructions: (i) This solicitation is issued as a Request for Quotation (RFQ) in accordance with FAR Part 13, solicitation number N6833526Q1188. (ii) The solicitation documents and provisions are in effect through Federal Acquisition Circular 2024-01. (iii) See attachment 001 for the scope of work. The associated NAICS code is 238160.
(a) The Government will award a contract to the responsible offeror whose conforming offer is most advantageous, considering price and other factors. The evaluation factors include:
The Offerors must provide all elements of the statement of work as described in Attachment 001. Each Offeror will be classified as Eligible or Ineligible. Failure to provide the entire scope renders the Offeror Ineligible. The award will be made to the lowest price responsible Offeror deemed Eligible.
The total evaluated price is the sum of all CLINs for the statement of work. Prices will be evaluated for fairness and reasonableness.
The Government will consider responses received within fifteen days after the notice publication. The decision to open the requirement to competition based on responses is at the Government's discretion. Responses are used primarily to determine whether to conduct a competitive procurement.
The offeror certifies they will meet delivery requirements. Early delivery at no extra charge is encouraged. Shipping must be FOB destination within CONUS, with the seller responsible for shipping costs and risk until delivery. All shipping costs should be included in the unit prices.
The quote will be valid until 30 August 2026.
By responding, the Offeror certifies they have adequate resources to perform the contract or can obtain them, and possess the necessary organization, experience, controls, and skills, or can obtain them. They must also be able to comply with the schedule considering existing commitments.
All deliverables must comply with FAR 52.219-14, FAR 52.204-24, FAR 52.204-27, and DFARS 252.225-7007.

DFARS Clause 252.211-7003 may apply, requiring item identification and valuation for items over $5,000.
As of 13 August 2020, Section 889 of Public Law 115-232 prohibits contracting with entities using certain telecommunications equipment. Clauses related to this are applicable to the resultant Delivery Order.
As of 03 February 2021, interim DFARS rule 2019-D041 regarding cybersecurity assessment requirements is in effect. The contract will include requirements for cybersecurity, including NIST SP 800-171 and CMMC framework, with a current assessment posted in SPRS.
