Description

 The localtion DoDAAC for this requirement is FA4704 and Place of Performance will be 7934+C96 Antigua Base Naval Roosevelt Route Ceiba 00735, Puerto Rico.

This is a combined synopsis/solicitation for commercial services prepared in accordance with (IAW) FAR part 12. This announcement constitutes the only solicitation. Quotes are being requested and a separate written solicitation will not be issued.

Solicitation number FA470426Q7005 is issued as a Request for Quotation (RFQ) for Storage Containers. This solicitation number shall be referenced on any written quote provided under this RFQ.

This acquisition is 100% set-aside for HUBZone Small Business concerns. The North American Industry Classification System (NAICS) code 493110 – General Warehousing and Storage, with a size standard of $34M and PSC S215 – Housekeeping – Warehousing/Storage will be utilized.

This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov. This document incorporated provisions, and clauses are in effect through Federal Acquisition Circular FAC 2026-01 Effective 13 March 2026 and the Revolutionary FAR Overhaul (RFO) as applicable.

(i) This is a contract opportunity for a rental contract to provide forty 40’ (L) x 8’ (W) x 9.5’ (H) (Length by Weight by Heigh, in Feet) storage containers at Jose Aponte, PR. All containers must be configured for towing, mounted on wheels/chassis, and equipped with either a pintle hook or ball & hitch attachment.

(ii) The contractor shall provide all personnel, equipment, suplies, facilities, transportatioin, tools, materials, supervision, and other items and nonpersonal services necessary to supply and maintain forty 40'(L) x 8'(W) x 9.5'(H) storage containers for the 346th Air Expeditionary Wing at the following address:

7934+C96 Antigua Base Naval Roosevelt Route Ceiba 00735, Puerto Rico.

(ii) The contractor shall complete all mobilization activities within 72 hours of contract award. All forty (40) storage containers must be successfully delivered, anchored, and ready for government use at the designated place of performance no later than the contract start date of 9 August 2026. The 72-hour mobilization period includes all time required for security inspections, escort coordination, and final site setup.

      Instructions to Offerors

            (1) The Offeror shall complete the Vendor Information and Pricing section in the CLIN Quote Structure (Attachment 4) of this solicitation.  

            (2) The Offeror shall complete and submit the Contractor Responsibility Verification form (Attachment 3), along with supporting documentations required by the form.   

            (3) The Offeror shall submit a Technical Capability Statement that strongly supports the contractor’s ability to satisfy the contract requirements IAW the attached SOW (Attachment 1). The information submitted must be sufficient for the Government to assess if your capability will successfully satisfy the requirements of the attached SOW (Attachment 1). 

The Offeror shall provide detailed narratives demonstrating its approach to each SOW section. The detailed narratives shall include mobilization timeline and execution plans. The detailed narratives can include photographs and production specifications. The Offeror shall provide Subcontractor plans as applicable.

            (4) The Offeror shall submit  the Past Performance List of References (Attachment 2), for contracts that you consider relevant in demonstrating your ability to fulfill the requirement of the attached SOW (Attachment 1).

            (5) The contractor’s offer must meet the minimum requirements of the solicitation. Unless requested from the Contracting Officer, quote revisions received after the solicitation close date/time will not be accepted. Responses should contain your best terms and conditions. The government reserves the right to evaluate the quotes and award without interchanges.

            (6) The Offeror agrees to hold the prices in its offer firm for 60 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.
