Special Notice of Intent to Issue a Sole Source Award This is not a request for quotes. This is a notice of the Government s intent to issue a sole source award. The Department of Veterans Affairs (VA), NCO 15 CMOP Division, on behalf of the Lancaster (Dallas) Consolidated Mail Outpatient Pharmacy (CMOP), intends to award a sole source firm fixed price contract to KNAPP, INC for Original Equipment Manufacturer (OEM) parts, installation, and commissioning services needed to restore 96 A Frame channels and associated components. The requirement includes OEM guides, rails, uprights, cross braces, and hardware, including installation, integration of diagnostic lighting, programming and commissioning of ejector motors, memory chips, and diagnostics, and final testing, documentation, and ensuring full system functionality and OEM warranty continuity. The proposed action is for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of the Revolutionary Federal Acquisition Regulation (RFO) Part 12 procedures for single source awards above the micro purchase threshold and not exceeding the simplified acquisition threshold. This notice is issued in accordance with RFO Part 12 guidance governing streamlined, single source acquisitions when only one responsible source is capable of satisfying agency requirements and no other supplies or services will satisfy agency needs The A Frame equipment at the Lancaster (Dallas) CMOP is proprietary to KNAPP. Only KNAPP, as the OEM, can provide authorized replacement components, OEM diagnostic tools, and factory configuration files required to restore the A Frame system to factory specifications. Only KNAPP technicians are factory trained and licensed to perform configuration, programming, and commissioning of the ejector motors, memory chips, and diagnostic lighting systems required. OEM warranties for the A Frame system require OEM installation and commissioning; non OEM work would void warranty coverage and fail to meet the Government s requirement for OEM compliance and warranty protection. No other vendors have access to KNAPP s proprietary software, firmware, memory chip data, calibration protocols, or encoding necessary to restore and validate system functionality. The A Frame must remain operational during production hours to support continuous medication fulfillment operations, and installation or configuration by a non OEM source would introduce unacceptable operational and patient impact risk. If KNAPP is not used, the A Frame equipment may fail or remain in degraded operation, warranty coverage will be voided, medication fulfillment operations may be disrupted, and patient safety and timely delivery of prescriptions may be adversely affected. This notice of intent is not a request for competitive quotations and no solicitation is available.
