The U.S. Army Corps of Engineers Wilmington District is seeking qualified commercial sources to provide enterprise-wide emergency management professional services for both routine ('Blue Sky') and disaster/emergency ('Gray Sky') scenarios. - Government Buyer: - U.S. Army Corps of Engineers (USACE), Wilmington District - OEMs and Vendors: - No specific OEMs or vendors are named in the solicitation or attachments - Services Requested: - Emergency management professional services for Blue Sky (steady-state preparedness) - Planning, exercises, training, knowledge management, geospatial information management - Emergency management professional services for Gray Sky (incident response and recovery surge) - EOC and field office support, QA inspections, technical engineering assessments, rights of entry collection, data analytics, UAS/drone operations - Rapid nationwide personnel mobilization within 24 hours - Unique/Notable Requirements: - Contractor must be able to mobilize personnel anywhere in the U.S. within 24 hours for emergency response - Services must support both preparedness and surge response, including technical and geospatial capabilities - Coverage includes planning, training, exercises, GIS, EOC support, QA, technical assessments, rights of entry, data analytics, and UAS operations
