Commander, Navy Installations Command (CNIC) is seeking contractor support for a large-scale resiliency and transition programming initiative for military-connected youth and Child and Youth Programs (CYP) professionals across Navy, Air Force, and Army Reserve installations. - Government Buyer: - Commander, Navy Installations Command (CNIC), Morale, Welfare, and Recreation (MWR) Nonappropriated Funds Instrumentality (NAFI), NAF Acquisitions Branch N945 - OEMs and Vendors: - No specific OEMs or vendors are named in the solicitation - Products/Services Requested: - Initial and annual in-person training for school and CYP professionals (Navy, Air Force, Army Reserve) - Virtual training and technical assistance for dispersed locations - Orientation sessions (virtual) for new program staff - Physical and digital resource materials to support youth experiencing life events - E-learning webinar series for resiliency education - Peer-evaluated research on program outcomes - Travel to military installations worldwide for training delivery - Labor or other units of measure for services - Unique or Notable Requirements: - Services must be delivered across Navy, Air Force, and Army Reserve installations, including global travel - Combination of in-person, virtual, and digital delivery methods - Emphasis on structured peer-to-peer resiliency tools and research-driven program evaluation - Multi-year contract structure with a base year and nine one-year option periods

Description

Commander, Navy Installations Command (CNIC) requires contractor support to provide transition and resiliency programming that incorporates a variety of deliverables that may include in-person training, virtual training, webinars, digital resources and physical materials for military-connected youth and professionals serving in Child and Youth Programs (CYP) across Navy, Air Force, and Army Reserve installations. The program will support military children and youth experiencing transitions such as relocation, deployment, reintegration, and other life changes by equipping youth leaders and CYP professionals with structured peer-to-peer resiliency tools.
