The Indiana Department of Administration, on behalf of the Criminal Justice Institute, is seeking a qualified provider to administer the Drug Evaluation and Classification (DEC) Program for impaired driving enforcement across Indiana. - Government Buyer: - Indiana Department of Administration - Criminal Justice Institute (CJI) - Scope of Work: - Management and delivery of DEC Program training, including: - Advanced Roadside Impaired Driving Enforcement (ARIDE) - Standardized Field Sobriety Tests (SFST) - Drug Recognition Expert (DRE) training, certification, and recertification - Coordination with the Indiana Law Enforcement Academy - Data collection, quarterly reporting, and program oversight - Delivery of multiple training courses annually: - 2 DRE courses - 30 ARIDE courses - 2 SFST Instructor Development Courses (IDC) - 3 SFST courses at the Indiana Law Enforcement Academy - 5 regional SFST site visits - 1 DEC refresher course - Notable Requirements: - Solutions may be cloud-based or on-premises - Respondents must address use of artificial intelligence (AI), including the ability to enable/disable AI features and future AI integration plans - Mandatory Indiana Veteran Owned Small Business (IVOSB) subcontracting, with certification and commitment documentation required - Compliance with Indiana state laws and reporting standards - No specific OEMs or commercial vendors are named; the opportunity is open to qualified service providers with relevant training and program management expertise

The Indiana Criminal Justice Institute (ICJI) is seeking proposals to administer the Drug Evaluation and Classification (DEC) Program’s international standards for impaired driving enforcement in the State of Indiana. The program includes Advanced Roadside Impaired Driving Enforcement (ARIDE), Standardized Field Sobriety Tests (SFST), and Drug Recognition Expert (DRE) training. This solicitation is a Request for Proposal (RFP) to manage these training and enforcement standards.
