Description

The Coast Guard is revising existing regulations for recurring safety zones in the Captain of the Port Duluth Zone to allow limited geographic flexibility in the location of recurring safety zones for certain annual marine events. This rule permits the Captain of the Port Marine Safety Unit Duluth to provide notification of enforcement of safety zones near published coordinates rather than at a fixed point. The safety zones protect personnel, vessels, and the marine environment from hazards associated with these events. Enforcement dates and times will be announced in advance through notifications and broadcast notices. The rule is effective August 14, 2026.
