Description

This determination stays emission offset sanctions and defers highway funding sanctions triggered by a prior EPA disapproval of a Pennsylvania SIP addressing VOC CTG RACT requirements. The EPA is concurrently proposing approval of these SIP revisions submitted on May 10, 2023, January 20, 2026, February 17, 2026, and April 10, 2026, which address VOC CTG RACT requirements for the 2008 and 2015 NAAQS.
