Santa Clarita Valley Water Agency (SCV Water) is seeking qualified consultants to provide comprehensive asset management, operations, and maintenance services for its photovoltaic (PV) system portfolio. - Government Buyer: - Santa Clarita Valley Water Agency (SCV Water), Water Resources division - PV System Portfolio: - Castaic I: 0.95 MW array - Castaic II: 3.5 MW array - Pine Street: 30.251 kW system (202 Sun Tech 180 Watt Mono-Crystalline Solar panels) - Total capacity: approximately 4.55 MW - Services Requested: - Comprehensive asset management - Operations and maintenance (O&M), including preventive and corrective maintenance - Performance monitoring and system optimization - Reporting, dashboard customization, and risk management - Lifecycle planning, panel washing, vegetation management, and cybersecurity - Value-added services such as predictive maintenance and wildfire mitigation - Products/Equipment: - 202 Sun Tech 180 Watt Mono-Crystalline Solar panels at Pine Street site - Notable Requirements: - Maintain at least 99% annual system and monitoring availability - Provide detailed performance reporting and customized dashboards - Meet specific insurance thresholds (general, auto, professional, workers comp, umbrella) - Adhere to industry best practices, safety regulations, and manufacturer recommendations - Proposers must submit detailed budgets, service level agreements, and demonstrate experience with large-scale solar PV maintenance - Contract Details: - Initial term of two years, with up to three one-year renewal options - Time and materials, not-to-exceed budget - OEMs: - Sun Tech (manufacturer of solar panels at Pine Street) - Opportunity is open to all qualified service providers with relevant experience in large-scale solar PV system maintenance.

Description

SCV Water is seeking a qualified consultant to provide comprehensive photovoltaic asset management, operations and maintenance, preventive maintenance, corrective maintenance, performance monitoring, system optimization, reporting, risk management, and lifecycle planning services for its photovoltaic portfolio. The consultant will act as a strategic asset management partner, providing expertise, labor, equipment, software, materials, supervision, and support to maximize system performance, reliability, safety, and long-term asset value. Services must be performed according to industry best practices, applicable codes and standards, safety regulations, manufacturer recommendations, and the RFP requirements. The contract term is two years with up to three one-year renewable extensions at the agency's discretion.
