Description
Emergency Acquisition Basic Ordering Agreement (EA BOA) Initial Invitation
Purpose:
GSA’s Office Shared Services Delivery (FD) is seeking to establish Basic Ordering Agreements (BOAs) to enable the rapid solicitation, award, and delivery of products and services to support general and declared emergencies throughout the United States and its territories. Through the use of BOAs, FD seeks to greatly reduce the administrative lead time required from the time an emergency requirement is identified to contract award and ultimate fulfillment.
Background:
What exactly is a BOA? FAR 16.703 (GSA Class Deviation RFO-2025-16) gives the formal definition of a BOA and explains that BOAs represent a method of expediting contracting for uncertain requirements. A DRAFT version of the planned agreement itself is included as Attachment 1 to this document, and it describes the anticipated ordering process that a participating contractor is agreeing to follow when authorized users need to order emergency supplies and services. Of significant importance are the Rapid Response and Delivery timeframes to be adopted for potential future orders. While these timeframes may not always be required for every future EA BOA order, these are likely to be utilized during declared disasters and interested contractors should ensure they have the appropriate capabilities to meet these timelines when needed.
What is the significance of a BOA not being a contract? Participation in the BOA means that a contractor has been selected to participate in future competitions for government orders for emergency supplies and services. It does NOT mean that a contractor is guaranteed any future work. In execution, the EA BOA will operate like a marketplace that GSA intends to establish with a group of contractors that offer a wide variety of both products and services that federal agencies will likely need for emergency responses. This marketplace provides authorized users with an avenue to easily, and quickly, locate contractors providing the things they need to support emergencies, and who have agreed to follow a simple and fast process for submitting pricing and expediting delivery once orders are placed.
What kind of supplies and services are needed for this BOA? A list of products and services that are often needed are included with Attachment 2 and Attachment 3, but the BOA will not include a price list or other catalog-type list of supplies, services, labor categories, or other required offerings; contractors should consider the provided catalogs as demonstrative of the types of purchases that federal agencies make in responding to emergencies. In determining if the EA BOA is a good fit for your business, please consider your ability to provide a wide array of products, services, or both to ensure that you will be in the best position possible to compete among participating contractors for any orders placed.
Will I need a GSA Schedule to participate in the EA BOA? No. Participation in the BOA does not require contractors to have GSA schedules, nor does it mean that any participating contractors that currently have GSA schedules are limited to those items included in their schedules when providing quotes under the EA BOA. The procedures of FAR 8.4 will not apply to the BOA ordering process. The agreement itself is the ordering process that both users and contractors will follow when emergency support is required.

Invitation to Participate: Contractors who are interested in participating in the EA BOA are invited to apply for consideration immediately by submitting the following documents to the Contracting Personnel listed at the end of this document. Please send your responses to both points of contact listed. Responses should include the following:
Company Overview - We are interested in learning about your company and the products or services you provide, especially with respect to emergencies. Please let us know what you sell, how long you have been providing supplies, services or both to the government, your experiences with federal agencies, your socio-economic status (SDB, SDVOSB, WOSB, other than small business…etc.), and anything else you think we should know about your business. Please do not send us a price list--this is not a competitive solicitation and no formal evaluation will occur. We would like information to help start building a contractor profile to ensure that the EA BOA will provide a comprehensive array of emergency products and services. Please limit your overview to no more than 5 pages.
Contact Information - Please provide contact information for your company, specifically the names, phone numbers, and email addresses of individuals that we can use to communicate with you regarding this EA BOA invitation and potential future orders under the EA BOA. Also, please provide your company’s Unique Entity ID (UEI) number.
Please submit your interest to be considered and the information discussed above at your earliest convenience, but no later than the end of day (5:00pm EDT) on August 21, 2026. GSA will consider as many interested contractors as possible but will only enter into agreements with enough contractors to ensure a reliable network of contractors is available nationwide to respond to requests for emergency support. Not all contractors expressing interest will necessarily be invited to join the BOA, and not all contractors participating in the BOA will necessarily receive any orders by virtue of their inclusion. GSA will endeavor to ensure that an adequate number of contractors are included in the program at all times, and that supplies and services offered are diverse enough to allow all participating contractors a reasonable expectation of being considered for as many orders as possible. Preference will be given to companies with experience doing business with the federal government, and experience responding to a variety of emergencies and/or disaster situations.
EA BOA Pool Selection:
Upon receipt of your response to this posting, the GSA team will review your submission. Additionally the team will verify your current SAM.gov registration, review the Contractor Performance Assessment Reporting System (CPARS) and SAM Responsibility & Qualifications (previously FAPIIS), and review any other available information regarding your business. The GSA team may reach out to you to schedule a meeting to discuss the BOA terms and conditions in detail. If required, this meeting will be held virtually and will ensure that interested contractors fully understand the ordering process and other aspects of the EA BOA. GSA may also use this meeting to ask questions and learn more about your business to determine suitability for participation.
After review and selection is complete, those contractors selected for participation will be asked to sign the EA BOA document (actual agreement) and the agreement will be formalized in GSA’s ASSIST system. If you do not already have an active ASSIST account you will be required to create one. Instructions will be provided as needed, but not before selection for the EA BOA has been completed.
Once the EA BOA has been countersigned by the BOA Contracting Officer, and the BOA has been established in ASSIST, you are officially a participating contractor! The ordering period for this next iteration of EA BOAs is anticipated to begin on January 1, 2027 through December 31, 2031.
For those interested contractors that are not selected for BOA participation, GSA will offer an opportunity to meet to discuss the rationale for not including you in the BOA, and ways to improve your capabilities or qualifications for future participation in a future on-ramping invitation or in pursuing other contract opportunities with the government.
