1. This is a combined synopsis/solicitation for commercial services/items prepared in accordance with the format in FAR Subpart 12.6 in conjunction with FAR Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. Project Title: Water Piping Rebuild Description: VA Greater Los Angeles Healthcare System is seeking a contractor to rebuild the domestic water tanks filter piping at Building 200 of the VA Sepulveda Ambulatory Care Center. Project Location: VA Sepulveda Ambulatory Care Center Solicitation Type - Number: Request for Quotes (RFQ) - 36C26226Q1132. Set Aside: This solicitation is issued as an SDVOSB set aside. Applicable NAICS code: 238220, Plumbing, Heating and Air-Conditioning Contractors. Small Business Size Standard: $19 million Type of Contract: Firm Fixed Price Period of Performance: 90 days Wage Determination applicable to this project: SCA WD 2015-5613 revision 32 Request for Information (RFI): should be submitted via email no later than 2pm PST Wednesday, July 22nd, 2026, to ositadima.ndubizu@va.gov Offers evaluation: Will be based on price-only with special-standards-of-responsibility. Statement of Work Objective: VA Greater Los Angeles Healthcare System seeks a contractor to rebuild the domestic water tanks filter piping at Building 200 of the VA Sepulveda Ambulatory Care Center. Background: The VA Medical Center requires piping replacement on two Culligan HD 483 filters. The filters were installed according to factory specifications, which included avoiding galvanized piping, bronze, brass, and steel fittings without bimetallic protection. The system now leaks due to galvanic corrosion and needs rebuilding. Scope: The contractor shall provide all supplies, equipment, materials, labor, transportation, and personnel needed to replace piping on two filters at the VA Medical Center. All work must comply with specifications, schedules, and VA policies. The equipment must meet the attached specifications or be equivalent. Equipment to be Installed in Building 200: All new brass pipe and fittings to replace outdated or corroded components and improve system accessibility. Tasks: Demolition: Isolate domestic cold water at the connection point. Disconnect existing piping & fittings. Remove old parts and components. Installation: Install new brass pipe and fittings on Domestic Water Tank #1. Install new brass pipe and fittings on Domestic Water Tank #2. Ensure installation per manufacturer specifications and codes. Sequencing & Phasing: Phase 1 (Regular Hours): Install on Tank #1 with minimal disruption. Phase 2 (Regular Hours): Install on Tank #2 with minimal disruption. Testing & Start-Up: Pressure test all new piping. Check for leaks. Safety & Compliance: Follow VA safety protocols and OSHA requirements. Maintain clean work areas and safe access routes. Comply with VA hot work permit requirements when applicable. Performance Monitoring: The COR will monitor performance and certify work compliance. Period of Performance: 90 days. The contractor shall coordinate procedures, access, and work hours with the VA POC. Work outside normal hours requires prior approval. Allow 5 days for approval of alternate hours. Contractor Personnel Background Requirements Security Policy: Personnel requiring access to VA systems must undergo background investigations and receive favorable adjudication. The contractor is responsible if investigations are incomplete before work begins. Citizenship & Language: Personnel must be U.S. citizens if required, and must read, write, speak, and understand English unless otherwise specified. Investigation Costs: The contractor bears the cost, with estimated costs provided for different risk levels. Information Submission: The contractor shall provide necessary employee information for investigations. 2.7. Contractor Employees Employee Suitability: Employees must not pose threats to health, safety, or security. ID Badge: All personnel must wear VA-issued ID badges with photo, name, and company. Parking: Use designated areas; contractor is responsible for violations. Smoking: Strictly prohibited on VA grounds. 2.8. Insurance Coverage Insurance: The contractor shall maintain Workers Compensation and Public Liability Insurance as per laws. Certificates must be provided before work begins and before expiration. Liability: The government is held harmless for damages or injuries. Coverage Details: Minimum coverage includes workers' compensation, general liability ($500,000), automobile liability ($200,000/$500,000/$20,000).
