The Olivenhain Municipal Water District (OMWD) in San Diego County is seeking qualified contractors to provide on-call, as-needed asphalt, concrete, and seal-coat repair services to supplement district crews. - Government Buyer: - Olivenhain Municipal Water District (OMWD), Operations Manager: Jesse Bartlett-May - Service area includes Encinitas, Carlsbad, San Diego, Solana Beach, Escondido, and neighboring communities - Products and Services Requested: - Asphalt paving and patching (medium 10'x10' and large 20'+x20'+ patches) - Manhole (24" & 36") and valve can (8" & 12") leveling/setting and repair - Concrete repairs: curb and gutter replacement, sidewalk panel replacement (4'x6', 4'x12'), driveway approaches, rebar work - Seal coat applications (parking lot slurry seal, Guard Top) - Meter box set to grade, curb/berm repairs, driveway repairs - Installation of traffic loop detector systems and recess plates (various sizes) - Mobilization/demobilization, disposal of asphalt, and emergency response upcharges - Unique or Notable Requirements: - Contractors must self-perform core services (asphalt paving, concrete, seal coat, grinding/recessing steel plates) - Limited subcontracting allowed for specialty work (striping, thermal, traffic loops, saw cutting, specialty concrete, road slurry) - All work must comply with local and state laws, prevailing wage requirements, and governing agency standards - Two-year warranty required on all materials and installation - Payment and performance bonds required for task orders over $50,000 - Contractors must provide all labor, materials, equipment, tools, and safety measures, and maintain necessary permits and certifications - Repairs must be completed within two weeks of notification - No specific OEMs are named; work is labor and materials-based, not tied to a particular manufacturer

The Olivenhain Municipal Water District (District) is seeking qualified contractors to provide asphalt, concrete, and seal-coat repair services on an as-needed, on-call basis to supplement District crews. The contract is a time and materials agreement on a task order basis, not to exceed $550,000 through June 30, 2028. Work includes asphalt repairs such as patches, manhole leveling, valve can setting, seal coat, and related asphalt work within the District's service area covering several communities. Contractors must provide all labor, materials, equipment, and safety measures, comply with local and state laws, and maintain necessary permits and licenses.
