Steuben County, NY is soliciting competitive sealed proposals for the opening and operation of a warming center to accommodate the Code Blue Season from November 1, 2026, through April 30, 2027. The warming center must be centrally located with access to bus routes, grocery stores, and other services, and multiple locations may be awarded. Proposals must include all costs associated with staffing, facilities, travel, materials, and equipment. The County reserves the right to reject any or all proposals and to withdraw the solicitation at any time. Proposals are due by September 15, 2026, at 1:30 PM local time.
