The USDA Forest Service is seeking construction services for the ALF Vault Toilet Replacement project at Webb's Ferry Boat Launch in the Allegheny National Forest, Pennsylvania. - Government Buyer: - USDA Forest Service, CSA East 13 office (Atlanta, GA) - Allegheny National Forest - Scope of Work: - Removal and legal disposal of an existing double-user vault toilet (including pumping and disposal of vault contents by licensed hauler) - Installation of a new ADA-accessible, prefabricated precast concrete single vault toilet building (CXT Gunnison or equivalent) - Site demolition, clearing, grubbing, and preparation - Construction of an accessible paved pathway connecting the new toilet to the parking area - Structure excavation, embankment, backfill, aggregate base and surface courses - Erosion control, seeding with native grass mixes, mulching, and invasive species control for site restoration - Site cleanup and restoration of disturbed areas - Products/Services Requested: - Single vault toilet building (CXT Gunnison or equivalent) - Mobilization, removal/disposal, excavation, aggregate base/surface, pathway construction, erosion control, and restoration services - Quantities: - 1 each for most construction activities (mobilization, removal, clearing, excavation, toilet, installation, erosion control) - 8 cubic yards aggregate base course; 2 cubic yards aggregate surface course - Unique/Notable Requirements: - ADA compliance for new vault toilet and pathway - Use of CXT Gunnison or equivalent vault toilet (OEM highlighted) - Strict standards for legal disposal, erosion control, and invasive species management - All work must be completed within the specified period of performance - Estimated contract value: $25,000 to $100,000 - Set aside for small business concerns under NAICS 236220 (Commercial and Institutional Building Construction)

Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12. This announcement constitutes the only solicitation; quotes are being requested, and a separate written solicitation will not be issued. 

Solicitation number 12445526Q0103 is issued as a Request for Quotes (RFQ) for construction services for ALF Vault Toilet Replacement. Work for this project consists of, but is not limited to removal of a vault toilet and replacement with a new vault toilet at Webb's Ferry boat launch on the Allegheny National Forest, Warren County, Pennsylvania. Contractors are strongly encouraged to inspect the location before submitting a quote. A site visit is scheduled for August 4, 2026, at 10am ET at the Allegheny National Forest Webbs Ferry Vault Toilet Latitude: 41.99555556 Longitude: -78.96305556. This acquisition  is set-aside for small business concerns.  This solicitation incorporates provisions and clauses by reference.  The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.

The applicable North American Industry Classification Standard Code is 236220 - Commercial and Institutional Building Construction .  The small business size standard is $45,000,000.00  This acquisition is a Total Small Business Set-Aside.  All responsible sources may submit a quote which will be considered by the agency.
