Description
INTENT TO SOLE SOURCE The Department of Veterans Affairs Network Contracting Office (NCO) 6, on behalf of the Durham VA Medical Center intends to enter into a sole source procurement with Illumina Inc., 5200 Illumina Way, San Diego, CA 92122 NAICS code 811210-Electronic and Precision Equipment Repair and Maintenance. The proposed contract action is to provide SeqCure Enterprise wide variant sequencing for SARS-COV-2 Sequencing Collaborations United for Research and Epidemiology Preventative Maintenance with full coverage support necessary for the Durham VA Medical Center. The Government intends to solicit and negotiate with only one source under the authority of RFO 6.103-1 (b), using the procedures under RFO 12.102 (a), Restricting Competition. Contract will be for a period of performance of September 5, 2026 September 4, 2027, with 4 Option Years.
VA SeqCURE is an integrated enterprise effort to conduct sequencing and other protocols to facilitate research and apply the results of the collaborative research to combat COVID-19 as well as other emerging and re-emerging infectious diseases. This VA ORD program was initiated as a response to the COVID Pandemic. To date more than 6,000 specimens have been sequenced in order to understand the nature of the SARS-CoV-2 variants impacting veterans at the Durham VA. The NextSeq 2000 Next Generation Sequencer is core to the VA-SEQCURE program. This instrument was purchased with VA SEQCURE funds as part of the Core Sequencing effort at the Durham VA. The instrument requires annual Preventative Maintenance (PM) and Support to ensure continuing high accuracy, precision, and reproducibility. Conversations with the Durham VAMC BioMedical team indicates that this PM capability is not supported by Durham VA personnel. This notice of intent is not a request for competitive quotes. No solicitation documents are available, and telephone requests will not be accepted. However, any business that believes it can meet these requirements and possesses relevant past experience, and expertise may give written notice. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirement. Responses will be considered by the Government, however, a determination by the Government not to compete the proposed acquisition based upon responses of this notice is solely within the discretion of the Government.
