California State University, Bakersfield is seeking proposals for a 20-year Site License Power Purchase Agreement (SLPPA) to deliver a large-scale solar and battery energy storage project on campus. - Government Buyer: - Trustees of the California State University, on behalf of California State University, Bakersfield - Offices: Procurement & Contracts Administration, Office of the Chancellor, Trustees Office of General Counsel - OEMs and Vendors: - Tesla (Megapack 2 XL battery energy storage units) - CPS (Chint Power Systems, 350 kW 800V solar inverters) - Products/Services Requested: - 4.55 MWdc / 3.5 MWac ground-mounted solar photovoltaic (PV) system - Includes ten CPS 350 kW 800V inverters - 2.93 MW / 11.75 MWh battery energy storage system (BESS) - Requires three Tesla Megapack 2 XL units (domestic-content configuration) - Microgrid controls using SEL devices - Full turnkey SLPPA services: finance, construction, ownership, operation, maintenance, and end-of-term removal or transfer - System commissioning, testing, and ongoing performance validation - Unique/Notable Requirements: - Mandatory use of Tesla Megapack 2 XL BESS (alternates only with written approval) - Project must be shovel-ready and completed by a specified deadline; liquidated damages of $3,500 per day for late completion - Bundled project advancement and procurement cost of $5,745,215.92 (to be included in PPA pricing), plus a 7% CSU transaction fee - Contractor must hold active California CSLB Class A (General Engineering) and C-10 (Electrical) licenses, with proven experience in medium-voltage, relay programming, non-export controls, BESS integration, and commissioning - System must be interconnected with PG&E at 21.6 kV, behind-the-meter, non-export configuration - Annual solar production guarantee (Year 1: 7,675,565 kWh, 0.5% annual degradation) and BESS availability of at least 98% - Academic and research access to the system must be accommodated - All taxes included in pricing; coordination with campus operations and PG&E required - Project area is approximately 14.47 acres; compliance with geotechnical and site restrictions is mandatory

Description

The Trustees of the California State University are soliciting proposals for an advanced shovel-ready 20-year Site License Power Purchase Agreement (SLPPA) for the California State University, Bakersfield Solar & Battery Project. The selected provider will finance, construct through licensed contractors, own, operate, maintain, and ultimately remove or transfer the solar and battery system. The project includes a 4.55 MWdc / 3.5 MWac solar PV system and a 2.93 MW / 11.75 MWh battery energy storage system using three Tesla Megapack 2 XL units. Proposals must be submitted by September 16, 2026, and a mandatory job walk is scheduled for August 5, 2026.
