This opportunity is for firing range utilization services to support New York State Department of Corrections and Community Supervision (DOCCS) Parole staff in Dutchess, Putnam, and Westchester counties. - Government Buyer: - New York State Department of Corrections and Community Supervision (DOCCS), Contract Procurement Unit - OEMs and Vendors: - No specific OEMs or commercial vendors are named in the solicitation - Products/Services Requested: - Access to a 25-yard shooting range with 10 stations for 9mm handgun training - Must accommodate up to 10 shooters per day, Monday through Friday, 7:00 a.m. to 4:00 p.m., April 1 through March 31 annually (excluding holidays) - Classroom/training space for approximately 15 people, with HVAC, lighting, toilet facilities, and furniture - Storage space for DOCCS-provided equipment, including: - Backstop equipment and supplies - One 8' x 8' x 6' ammunition bunker - One 8' x 20' x 8' office trailer - One 8' x 20' x 8' container - Firing range services including: - Range access for initial qualifications, pre-qualifications, and annual requalifications - Maintenance of roadways, snow and ice clearing, repairs, and daily inspection after use - Accommodation for low light/night training with advance notice - Utilities: telephone, computer, electric connectivity (with electric meter installation and reimbursement) - Portosan and water access, trash and recycling containers - Staff for inspections - Unique or Notable Requirements: - Facility must be within approximately 50 miles of specified DOCCS offices in Dutchess, Putnam, and Westchester counties - All-inclusive pricing required (storage, labor, installation, materials, parts, supplies, transportation, travel, licenses, insurance, administrative, profit, and miscellaneous charges) - Compliance with New York State Finance Law certifications, Executive Order 177 (anti-discrimination), and submission of an Equal Employment Opportunity staffing plan - No set-aside goals for MWBE, SDVOB, or DBE participation - Estimated usage: 10 shooters per day, 250 days annually, plus additional requirements for classroom and night training
Description
This Invitation for Bids (IFB) is issued by the New York State Department of Corrections and Community Supervision to procure firing range utilization services for DOCCS Parole staff. The contract term is three years with two optional one-year renewals. The services are to be provided within or about 50 miles of specified offices in Dutchess, Putnam, and Westchester counties.
