The New York State Division of Military and Naval Affairs (DMNA) is seeking New York State certified Minority and Women-Owned Business Enterprises (MWBEs) and Service-Disabled Veteran-Owned Businesses (SDVOBs) to provide catering services for Camp Smith Training Site in Westchester County. - Buyer: New York State Division of Military and Naval Affairs, Directorate of Budget and Finance - Purchasing and Contracting (MNBF-PC) - Scope: Delivery of approximately 7,200 meals over four weeks for Joint Task Force Empire Shield training - Meal types: Bagged breakfasts, bagged lunches, buffet-style hot dinners - Special dietary accommodations: Vegetarian, halal, and kosher meals in specified quantities - Estimated meal quantities: - Bagged breakfasts: 2,235 (plus 375 halal, 75 vegetarian, 15 kosher) - Bagged lunches: 2,235 (plus 375 halal, 75 vegetarian, 15 kosher) - Hot buffet dinners: 1,550 (plus 250 halal, 50 vegetarian, 10 kosher) - Additional meal plan SOW estimates: 7,200 bagged breakfasts, 7,200 bagged lunches, 4,800 buffet dinners - Vendor responsibilities: - Food procurement, preparation, packaging, delivery, and setup - Provision of all serving equipment and disposable wares - Use of insulated, temperature-safe containers for delivery - No subcontracting permitted - MWBE and SDVOB participation goals: MBE 15%, WBE 15%, SDVOB 6% - No specific OEMs or commercial vendors named; open to eligible certified businesses - Estimated contract value: $50,000 to $1,500,000 - Period of performance: Four weeks, with meal services delivered three times daily on specified days

Description

The New York State Division of Military and Naval Affairs (DMNA) is seeking a responsive and responsible vendor to supply meals delivered to Camp Smith Training Site to support service members during training operations. The contract covers meal services as per the attached meal plan scope of work, including bagged breakfasts, bagged lunches, and buffet style hot dinners with accommodations for dietary restrictions such as vegetarian, halal, and kosher. Subcontracting is not permitted, and the RFQ is limited to New York State certified MWBEs and SDVOBs. The contract term is from September 15, 2026, to October 8, 2026.
