Description

INTRODUCTION

THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME).

The Indian Health Service (IHS), Navajo Area Indian Health Service, Shiprock Service Unit, intends to negotiate and award a contract without providing for full and open competition to:

NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE

The intended procurement is classified under NAICS code 517111 (Wired Telecommunications Carriers) with a Size Standard of 1,500 employees.

REGULATORY AUTHORITY

The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC)  This acquisition is conducted under the procedures prescribed in FAR Part 12 — Acquisition of Commercial Products and Commercial Services, at an amount estimated at or below the Simplified Acquisition Threshold including the base year and all four option years.

STATUTORY AUTHORITY

This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Subpart 6.3 — Other Than Full and Open Competition, FAR 6.302-1 (Only One Responsible Source), and 41 U.S.C. 3304(a)(1). A Justification and Approval (J&A) for Other Than Full and Open Competition and an approved Buy Indian Act Deviation Determination pursuant to HHSAR 326.603-3 have been completed and are maintained in the contract file.

GENERAL INFORMATION

Title: Continuation of Centrex Telecommunications Voice Services — Four Corners Regional Health Center

Background Information: Four Corners Regional Health Center (FCRHC) is a remote Indian Health Service facility under the Shiprock Service Unit, Navajo Area Indian Health Service, located at HCR 6100 Box 30, Junction Highway 160 & Navajo Route 35, Red Mesa/Teec Nos Pos, Arizona 86514. FCRHC requires continued Centrex telecommunications voice services consisting of 42 Centrex lines (incrementally increasing to 46 lines by the fourth option year) with a Local Dialing/Calling Plan, currently provided by Frontier Communications over existing installed wireline infrastructure.

Centrex service provides FCRHC's capability for incoming and outgoing calls in the event of a T1-PRI/DID outage or VOIP telecommunication failure, and supports facility faxing operations, as fax-over-VOIP does not function reliably at this facility. This capability is essential to Business Operations, Patient Care, and Contingency Planning at FCRHC. Continuity of this service without interruption or redesign is necessary to avoid disruption to clinical operations, patient scheduling, and emergency communications at this remote healthcare facility.

CLOSING STATEMENT

This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include a technical proposal, a cost-price proposal, the period of performance, the Unique Entity ID (UEI), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov.

A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
